Pre-proposal Meeting Agenda: December 8, 2015 Solicitation Number RFPP0700CC1500008

1. Opening: a) Introduction to Staff: Marlon Clary (Contracting Officer), John Hume (Supervisory Contracting Officer), Marie Ferritto (Contracting Officers Representative) et al.

b) Introduction of Contractor Staff in attendance

2. Sign in Sheet: Please be sure to sign in before leaving. Please hold all questions until the presentation of the Project Requirements and Statement of Work is completed. Questions answered during this conference should be followed up by the requestor in writing (via email) after our meeting for formal inclusion in the meeting minutes. Please submit questions no later than the December 15, 2015.

3. Purpose: This conference is for informational and general purposes only, changes to the solicitation will be made by issuance of a standard form SF-30 signed by the Contracting Officer.

4. Solicitation Requirements: All SF 330 forms are due by January 11, 2016 at 2:00 p.m. E.S.T. Five copies are requested, sent to: Federal Bureau of Prisons, 320 First Street N.W., Suite 500-6, Washington D.C. 20534. No faxed or emailed proposals will be accepted. The selection of six firms will be based upon the technical evaluation criteria described in the solicitation via the SF 330. A request for three past performance evaluations will be requested of the six selected firms (date t.b.a.). A site visit will be scheduled to verify each firm’s ability to fulfill the qualifications stated in the SF 330 (date t.b.a.). Three firms will be selected for negotiation based upon the technical and past performance evaluations. Notification will be sent in writing to any firm excluded from the competitive range. A written request must be received by the contracting officer within three days of notification, if a debriefing is desired.

5. Project Requirements and Statement of Work: The scope of work for the contract is general and broad due to this being an ID/IQ contract. We don't know what we need or when until we need it. The work required is on a nationwide basis so showing your firm's experience working nationwide is beneficial. We anticipate that federal budget constraints will limit the amount of work issued under this contract. Our institutions take care of their own routine maintenance via their annual budgets. Central office handles out of the ordinary issues at institutions as well as some regulatory items which we are responsible for addressing, such as compliance with energy mandates and compliance with the National Historic Preservation Act. All tasks requests will be competed.

6. Conclusion: All other questions must be submitted via email to: mclary@bop.gov and cc: jhume@bop.gov. The last day for emailed questions is December 15, 2015.

7. Follow-up: The minutes from this meeting as well as the responses to the questions will be posted on the Government Point of Entry or www.fbo.gov.

8. Questions/ Answers (in italics):

a) What rules apply to the small business self-performance requirement in the solicitation?

The solicitation contains FAR 52.219-14 Limitations on subcontracting. This clause lays out the requirements set aside for small business self-performance.

b) How does the bureau want the SF 330 to reflect projects from previous Indefinite Delivery Indefinite Quantity (IDIQ) contracts individually by task order or collectively showing multiple jobs accomplished under one contract?

It is preferred to show multiple jobs under one contract.

c) Will the bureau allow firms to submit past performance already in the Past Performance Information Retrieval System (PPIRS) in lieu of one or more hard copy past performance evaluations?

Yes, the bureau will accept either method. Please confirm which three evaluations you wish to be reviewed.

d) What is the past performance due date?

e) When will the six highest rated firms be announced?

f) How far back in time should the SF 330 reflect?

There has been no time limit restricting previous projects; however, the evaluation factors are evaluating your firm’s current capacity to accomplish tasks. If projects were completed before your current staff were hired that would reflect negatively on the evaluation.

g) Are task orders awarded on a rotational basis or competitive?

h) Are special considerations made for firms located in areas of higher operating cost which drives pricing above other firms in lower operating cost areas?

No

i) How will the bureau address firms intentionally placing low bids?

The bureau does not intend to make an award solely based upon the lowest bid. The prospective awardee must exhibit the ability to fulfill the government’s need. If a firm has been proven to intentionally provide the Government with defective pricing and thus defaulted on its contractual obligation, the Government at its own discretion may hold that firm accountable for the cost of completing the task as well as documenting the performance in PPIRS.

j) Could you provide clarity on what is meant by Energy Management and Environmental Engineering and their roles?

Licensed engineers with specialties and experience providing design and/construction specifically related to energy and/or environmental project types. These may be civil, geotechnical, or other related types of engineers in the case of environmental engineers or mechanical, electrical, or other engineers in the case for energy management.

9) Suggestions:

1) Make sure the information on the SF 330 is current ie. Jobs listed involve staff currently employed by the company and vice versa.

2) Listing projects relevant to the mission of the Bureau of Prisons ie. Security, Correctional Environment, Renewable Energy Experience helps strengthen the SF 330.

3) Including an organization flow chart helps our evaluation team better understand how your firm will operate and provide services.

4) If your firm is selected for one of the site visits, please make sure the staff listed on the SF 330 are available on the day and time your firm agreed to host the selection board staff.
