SUBJECT: REQUEST FOR PROPOSAL NO. RFP-NRC-04-10-127 ENTITLED, "CODE
APPLICATIONS FOR REACTOR SYSTEMS (CARS)”
OFFERORS:
The U.S. Nuclear Regulatory Commission (NRC) is soliciting proposals for the project entitled above. The full scope of work anticipated is as set forth in Part I, Schedule.
It is our intention by this solicitation to secure the best qualified organization available to perform this project, cost and other factors considered.
Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals.
Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this contract. See Section I, 52.219-9B, Small Business Subcontracting Plan (SEP 2006) Alternate II (OCT 2001) for instructions on the submission of a subcontracting plan.
If you desire to respond, your proposal should address the proposal requirements set forth in Section L of the solicitation. All proposals will be evaluated against the evaluation criteria shown in Section M.
To respond to this request, your organization will be required to provide an offer to the NRC. Your proposal must be submitted electronically via email to jeffrey.mitchell@nrc.gov or hardcopy in one original and two copies, no later than October 12, 2010. Offers delivered by hand, including delivery by any express mail services or special delivery services which use a courier or other person to deliver the responses in person to the NRC, should be addressed to:

It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Contracting Officer at the earliest possible time, but no later than, 12:00 NOON LOCAL TIME, October 1, 2010, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other documents attached hereto or incorporated by reference herein.
The deadline for questions is October 1, 2010. The answers to the questions received will be posted in the form of an amendment to the solicitation.
