CONTINUATION PAGE
As a result of this Amendment:
SECTION I. RFP No. NIH-NICHD-DIPHR-2016-08 is amended as follows:
1. SECTION L, subparagraph e., ESTIMATE OF EFFORT, is revised to read as follows:
Task Order 1 - It is expected that a cost-reimbursement term-form task order will be awarded as a result of this Solicitation for Task Order 1. To assist you in preparation of your proposal, the Government considers the annual effort for Task Order 1 to be as follows:
Principal Investigator – 3% Annual effort
Laboratory Manager – 15% Annual effort
Administrative Assistant/Office Manager – 15% Annual Effort
This information is furnished for the offeror's information only and is not to be considered restrictive for proposal purposes.
2. ATTACHMENT 6, Additional Technical and Business Proposal Instructions, Item 3 is revised as follows:
Task Order 1 - It is expected that a cost-reimbursement term-form task order will be awarded as a result of this Solicitation for Task Order 1. To assist you in preparation of your proposal, the Government considers the annual effort for Task Order 1 to be as follows:
Principal Investigator – 3% Annual effort
Laboratory Manager – 15% Annual effort
Administrative Assistant/Office Manager – 15% Annual Effort
This information is furnished for the offeror's information only and is not to be considered restrictive for proposal purposes.
Offerors must submit a budget for Task Order 1 for one base year and six option years. The anticipated period of performance for this Task Order is 6/1/2016-5/31/2023. It is anticipated that salaries and fringe may escalate in those option years but proposals should not include any escalation that exceed the Executive Level II salary requirements of $185,100. The indirect cost rate, depending on the type of organization that proposes, may be fixed for the life of the competitive contract.
3. ATTACHMENT 6, Additional Technical and Business Proposal Instructions, Item 4 is revised as follows:
Task Orders 2 and 3 are non-severable cost-reimbursement completion type task orders. Task Order 2 is for a period of one year. Task Order 3 is for a period of 3 years. These task orders are included for evaluation purposes and the anticipated date of award is uncertain. For proposal purposes please use September 1, 2016 as the start date. Offerors shall propose the level of effort they consider required for these two task orders.
4. The following item is added to ATTACHMENT 6 – Additional Technical and Business Proposal Instructions:
Item 9. Attachment 3(a ) IDIQ CONTRACT FOR AN ENVIRONMENTAL CHEMICAL ASSAY LABORATORY, is not priced and does not contain any funding. This Base SOW is provided so that offerors may propose their capabilities to not only the task orders attached to this RFP but potential future task orders. This Overall Statement of Work includes work that may be in future task orders also.
5. SECTION F - DELIVERIES OR PERFORMANCE
ARTICLE F.1. PERIOD OF PERFORMANCE, is revised to read as follows:
1. The Period of Performance of the overall IDIQ contract is from June 1, 2016 to May 31, 2026.
2. The Period of Performance of Task Order 1 is seven years, and is anticipated to be June 1, 2016 until May 31, 2023.
3. The Period of Performance of Task Order 2 is one year from date of issuance. (Use September 1, 2016, as an anticipated start date).
4. The Period of Performance of Task Order 3 is three years from date of issuance. (Use September 1, 2016 as an anticipated start date).
SECTION II. This amendment provides answers to questions based on inquiries received. The responses are provided for information only as guidance to potential Offerors and do not supersede any terms of the RFP and do not revise or become part of this RFP. Responses are as follows:
QUESTION 1: Will NICHD provide the list of chemicals that were quantified, including the determined concentration range, in the LIFE Study described in Task Order 2, Attachment 3 (c), RFP-NICHD-
DIPHR-2016-8?
ANSWER: The answer to this question is found in the following publication that can be accessed as follows:
Environ Health Perspect. 2013 Feb;121(2):231-6. doi: 10.1289/ehp.1205301. Epub 2012 Nov 14.
Persistent environmental pollutants and couple fecundity: the LIFE study.
Buck Louis GM1, Sundaram R, Schisterman EF, Sweeney AM, Lynch CD, Gore-Langton RE, Maisog J, Kim S, Chen Z, Barr DB.
Please note that as stated in the RFP, offerors shall include newly relevant compounds and not just things that have been measured in past studies. For concentrations in the SOW, we are looking for environmentally relevant concentrations in people’s samples.
QUESTION 2: Will NICHD provide an example of the electronic format that should be used to report assay results? Reference: Task Order 2, Attachment 3(c ), Technical Requirement No. F, RFP NICHD-
DIPHR-2016-8.
ANSWER: The RFP stated, “The Contractor shall report assay results in an electronic format that can interface with the web-based data management system maintained by the Division’s data coordinating center.” An excel spreadsheet or a comma separated values (csv) file is acceptable to meet this requirement as long as the Contractor provides the measurements (concentrations) listed per each barcode (ID number) as well as all Quality Control (QC) data.
QUESTION 3: Please provide further explanation of the statement in Attachment #6: “It is expected that a cost reimbursement severable level of effort (term-form) type task order will be awarded for Task 1.”
ANSWER: Please see item 2 above in SECTION I – RFP amendment 2, as the Additional Technical and Business Proposal Instructions have been amended.
QUESTION 4: Is the effort to be included in the budget for Task Order 1 for work “above and beyond” that performed by staff on the individual task orders #2 and #3, or is it in lieu of having the PI and administrative staff on subsequent task orders? Does this mean that a budget for Task 1 should include a separate budget for each of the ten years of Task 1?
ANSWER: Task Order 1 is for seven years and not ten years. Task Order 1 is for Project Tracking and Consultation (Specimen Management). All administrative work to complete Task Order 1 should be included in Task Order 1. All administrative efforts associated with the work and research in subsequent Task Orders, including Tasks 2 and 3, should be built into the budgets for those Task Orders and not Task Order1. Under this Task Order 1 the Contractor will provide Project Tracking and Consultation only. See Task Order 1 Statement of Work, Attachment 3b. See item 2, above in the RFP amended section for the Estimated Level of Effort for Task Order 1.
