The following questions and answers have been received in response to the RFP:
Question and Response:
1. Question:
In Attachment 3, Section B, 2nd paragraph, the RFP states: “The objectives of this contract are for the NICHD to obtain on behalf of DESPR: …
2) the ability of the web based data management system to track … data that may be collected in clinical sites or in study participants’ homes; “ and “Under general note to Offerors, bullet 2” a similar capability is identified: “1) flexible data collection including the ability to upload files from ….study participants’ homes”
Is electronic or paper capture of information from patient homes anticipated? What kinds of files would NICHD anticipate being uploaded from a participant’s home computer?
Response:
The offeror is expected to capture information from Participants’ (not necessarily patients) homes and/or other study locations electronically, recognizing the varying browser capabilities of multiple remote locations.
2. Question:
In Attachment 3, Section B, 2nd paragraph, the RFP states: “The objectives of this contract are for the NICHD to obtain on behalf of DESPR: …
3) the production of a fully documented mega data file, supporting data files including quality assurance documentation and analytic files or other requirements as needed:
Does this refer to a “metadata file” showing all the data structures and attributes of fields collected, or represent some other kind of metadata?
Will a full document management system be required with the metadata?
Response:
The metadata are original data and supporting documentation regarding data collection activities such as: questions and responses; required responses and criteria for valid responses; criteria for extracting data; and definitions how the questions look at the web and how study forms are composed.
3. Question:
Page 69 of the RFP states the following: “4. Evidence of skills in the collection, storage, analyses, and implementation of a web-based data management system. The web based data management system must have the ability to handle the collection and processing of high quality digital files such as x-rays, sonograms, magnetic resonance imaging (MRIs), instrumented cars, or operative photographs.”
Is anything other than ‘receipt’ through the web required for ‘collection?’ Also, what is the definition of ‘processing” when referring to the digital files (e.g., x-rays)? Will anything need to be done with these digital files beyond uploading, downloading, and/or tracking of the files?
For example, will a central reading facility be required? Will on-line reviews be required?
Response:
Web based data management should be able to trace and locate all biospecimens at any stage of the research (e.g., collection, shipment, storage) in real time. A variety of digital data are anticipated including medical images or other electronic recordings such as digital recorders. Analysis of such images will be developed by the investigators working on the research.
4. Question:
On page 30 of the RFP there is a requirement of a first page. Is this requirement the same as the cover page and is it only for the Business Proposal and not the Technical Proposal?
Response:
This is only for the Business Proposal
5. Question:
In Section J of the RFP there are several attachments listed to be included in the Technical Proposal (Attachments 9, 10, 11, and 12). Because of the page limitation for the Technical Proposal we are requesting that these be considered outside the page count.
Response:
The responses to the above Attachments should be included in appendices of the Technical Proposal and the appendices do not have page limits.
However, please keep all appendices succinct and relevant.

6. Question:
Does the offeror need to provide the 508 Product Assessment Templates as part of the proposal? If so, is it to be included in the Business Proposal?
Response:
No, the offer is not required to provide section 508 templates in the initial proposal. Please refer to H.12 of the RFP and review supplemental URL’s for section 508 instructions.
