The purpose of the RFP is to support in vitro testing to evaluate promising candidate countermeasures against pathogens through multiple indefinite delivery, indefinite quantity contracts with an ordering period of seven years, anticipated to be awarded in August 2018. Purpose of Solicitation Amendment:
The purpose of Amendment No. 2 is to respond to questions received regarding this solicitation and to revise Attachment 1 - Packaging and Delivery of Proposals and Attachment 13 - Additional Technical Proposal Instructions to clarify the proposal instructions for offerors submitting proposals to more than one task area.
Below is the Government’s response to the questions received:
1. Question: Must an offeror intending to submit a proposal to more than one task area submit separate proposals for each task area?
Answer: Yes, for offerors submitting proposals for more than one Task Area, separate Technical and Business Proposals are required for each Task Area. Multiple proposals from the same offeror will be reviewed and evaluated independently. Offerors may not submit more than one proposal per Task Area. The proposal title should state the Task Area to which the proposal is being submitted.
For example, an offeror submitting proposals to Tasks Areas B and C would submit two technical proposals and two business proposals: one technical and business proposal for Task Area B and one technical and business proposal for Task Area C, with each title stating the respective task area. The RFP title for the proposal to Task Area C might state “In Vitro Assessments of Antimicrobial Activity – Task Area C.”
2. Question: How can I submit more than one proposal for a given solicitation in the NIH's electronic Contract Proposal Submission (eCPS) system?
Answer: After successful submission of your 1st proposal, you may submit other proposals by clicking ‘Submit new/alternate proposal’. Instructions for submission can be found at https://ecps.nih.gov/.
PLEASE NOTE: In the question(s)/response(s) above, any specific organizational name(s) have been removed or replaced where possible as well as other minor adjustments.
ALL OTHER TERMS AND CONDITIONS OF THIS SOLICITATION REMAIN
UNCHANGED.
