The purpose of this amendment is to: 1) answer questions from potential offerors regarding the solicitation

Offerors must acknowledge receipt of this Amendment by identifying this amendment number and date of the amendment on each copy of the proposal submitted. Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

Responses to Questions from Potential Offerors:

Question 1:

Task order 2-1 stipulates 0.27 FTE for 20 NHP housed in a BSL2/3 facility. This calculates to less than 5 minutes per NHP per day. This time is inadequate to meet the minimum standard required by regulations. Task order 2-2 has 0.05 FTE for 50 NHP. This is about 20 seconds per NHP per day.

Attachment 17 also indicates Task order 4-1 is limited to 0.5 FTEs per year. This effort is inadequate if the costs are indeed to include “per diem charges to house and care for 550 NPH for each performance year. Offspring, 0-6 months, are not included in the 550 NHP census.”

Costs should encompass the generation of “60-100 SPF nonhuman primates per year” and “other animal-associated costs not included in per diem charges.”

Are we to use the stipulated FTEs in the SOW or should we base costing on realistic FTEs that will allow us to meet the standard Federal Regulations regarding the housing and care of nonhuman primates?

Response to Question 1:

Attachment 17: Additional Business Proposal Instructions and Uniform Cost Assumptions, Section 3 – Uniform Cost Assumptions, Paragraph 1. Technical Cost Assumptions, Subparagraph b. Technical Cost Assumptions for Task Orders for Task Area 2: Maintenance of Nonhuman Primates states costs associated with animal housing, providing of care and maintenance for Task Orders in Task Area 2 should be included in per diem charges based on the following per diem costs:

20 nonhuman primates multiplied by 365 days multiplied by a set per diem rate per year (7,300 animal days)

50 nonhuman primates multiplied by 365 days at a set per diem rate per year (18,250 animal days)

Attachment 17: Additional Business Proposal Instructions and Uniform Cost Assumptions, Section 3 – Uniform Cost Assumption, Paragraph 1. Technical Cost Assumptions, Subparagraph i. Technical Cost Assumptions for Task Order for Task Area 4: Operation of a Nonhuman Primate Breeding Colony states cost associated with animal housing and care for Task Orders in Task Area 4 should be included in per diem charges based on the following costs:

Costs to cover the per diem charges to house and care for 550 nonhuman primates for each performance year. Offspring, 0-6 months, are not included in the 550 nonhuman primate census. (550 NHPs multiplied by 365 days in a year equal 200,750 animal days)

In addition to per diem costs in Task Area 2 and Task Area 4, the level of effort stipulated in Attachment 17: Additional Business Proposal Instructions and Uniform Cost Assumptions is to provide additional support for the Task Orders in each Task Area.
