Amendment 000002 Responses to Solicitation Questions and Solicitation amendments
Amendment Number 2 is issued to transmit outstanding Industry Questions and Government Responses. As a result of the attached questions and answers, there are no changes to the Statement of Work or Schedule of Deliverables.
Section L.12, Technical Proposal Instructions, third paragraph, is hereby revised to read:
The Technical Proposal is limited to a maximum of 25 single-sided pages (not including blank page dividers), single-spaced, on 8 1/2-inch by 11- inch size paper, using no smaller than 12-point font in Microsoft Project or Microsoft Word with 1-inch margins (top, bottom, left and right), preferably Times New Roman font. Graphics and tables may be in font size 10.
Support documentation such as timelines, project plans, management plans, resumes for primary and key staff, and past performance documentation (chart or other format) shall be submitted as an appendix to the 25-page written technical proposal, and will not count against the 25-page technical proposal limit.
The date and time of proposal submissions remains unchanged, due to CMS on or before 1:00 PM local time, Baltimore, MD, on Thursday, June 18, 2015.

Attachment 1: Solicitation Questions and Responses
Proposal Instruction Questions:
QUESTION SUBMISSION
Section and Title: L.13 Business Proposal Instructions Page #: 87 Question: Will CMS please specify availability location of, and/or provide as an attachment to the RFP, the referenced Form 719? Or provide other information as to how they request contractors capture the pricing information for proposal submission?
Response: Reference to Form 719 was in error. Offerors should summarize total costs for the project using either a Word-formatted or Excel-formatted table (see Attachment 2, Cost Summary Template 150741).
Section and Title: L.11 General Proposal Instructions Page #: 80 Question: Referencing the Item c: “Page Size, Font Type and Size, Spacing and Page
Numbering – Page size shall be 8.5 x 11 inches, submitted on white paper that can be recycled. Font shall be Times New Roman Size 12 with no less than single spacing between lines. Page margins may be no less than 1 inch on both sides."
Can graphics and tables be font size 9 or 10?
Response: Offerors may use no less than 10-point font only for graphics and tables.
Section and Title: L.13 Business Proposal Instructions Page #: 87 Question: If a subcontractor on an offeror’s team is bidding current or previously approved labor categories and rates (from an existing contract or schedule) and submits the applicable rate sheet from that vehicle, does any further cost and pricing analysis need be completed by the prime contractor on the rates of that particular subcontractor or will the Government, for this solicitation, accept the validity of previously approved contractor labor categories and rates?
Response: CMS will accept the above. Offerors (Prime) does not need to submit additional information unless requested by CMS during negotiations.
Question: Will the Government please supply instructions or evaluation criteria for the
“Subcontracting Plan” section of the Business Proposal?
Response: Offerors should disregard this reference as this is a small business set-aside and a small business subcontracting plan is not required under this effort.
Question: What is the anticipated contract start date?
Response: Please refer to F.3 of Attachment 2, issued with the original RFP, which states the estimated periods of performance.
Statement of Work Questions:
Section and Title: SOW, Section 4.A.1 General Maintenance Page #: 15 Question: Referencing the 2nd bullet: “Although the Library will have been implemented, the Contractor is expected to be both familiar and in compliance with the XLC and Technical Reference Architecture (TRA) with sufficient expertise on staff for consult if necessary. The Contractor shall adhere to technical architecture processes as defined by the HCQIS Information Systems Group (ISG) and the Office of Information Services and shall be in compliance with the CMS TRA and supplements.” Is the Library a working prototype in the intended software and hardware architecture? Who is responsible for the security testing, certification and accreditation of the Library website?
Response: The Data Element Library should be fully tested and vetted before release into production by the development contractor. The transfer to the new contractor (successful offeror of this effort) should not require any additional testing, as the software will be under the Authority to Operate. However, for any subsequent changes to the software once it is transferred, the new contractor will be responsible for any and all testing, including security. In summary, the transfer will be a hand-over for a fully functional, operational, and compliant software product.
