About this file
This is a Request for Proposal (RFP) technical and functional requirements document for a Computer-Assisted Mass Appraisal (CAMA) software system solution, dated February 24, 2020. The document is issued by the City of Wausau, Wisconsin, and is designed to support assessment functions for multiple municipalities including both the City of Wausau and the City of Schofield. The RFP requires compliance with Wisconsin state legislation (Wisconsin Statutes 70 and 74), Wisconsin Department of Revenue (WI DOR) rules and regulations, and Uniform Standards of Professional Appraisal Practice (USPAP).
The document outlines comprehensive technical and functional requirements for a CAMA system that must handle real estate and personal property assessments, including residential, commercial, manufacturing, agricultural, and exempt properties. Key requirements include the ability to convert data from the legacy Sungard PS Appraisal Plus system, support Wisconsin-specific property classifications and reporting requirements, integrate with ESRI-based GIS systems, handle mobile home assessments, and provide statistical analysis capabilities. The system must support multiple valuation approaches (sales comparison, cost, and income), workflow management, objection tracking, TIF district reporting, and integration with various external systems including Marshall & Swift valuation services, permit software, and county land records systems. The RFP includes detailed specifications for data management, reporting capabilities, user security, and mobile functionality, with maintenance and support agreements required to include updates to mandated state reports and forms.
