About this file

This is an Outreach Plan attachment form for RFP S-14100-00015610 regarding an ESRF Northern Spotted Owl Survey, administered by the State of Oregon. The document establishes requirements for proposers to demonstrate their commitment to engaging certified disadvantaged businesses in contract performance. The attachment requests proposers to identify their own certification status under Oregon's certification categories—Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Woman Business Enterprise (WBE), Service-Disabled Veteran (SDV), or Emerging Small Business (ESB)—as certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID). Proposers must document prior contractual relationships with certified firms from the preceding two years, identify potential subcontracting opportunities and associated dollar values if awarded the contract, and describe the specific steps they will undertake to solicit certified firms for subcontracting participation. The form also requests proposer consent to report subcontractor identities and contract values to COBID upon award.

The outreach plan serves as a non-scored compliance requirement and does not factor into contract evaluation decisions. Oregon statute mandates that certified firms receive equal opportunity to compete for and participate in subcontracts financed with state funds. By submitting an offer, proposers certify their commitment to these requirements. The form distinguishes between certified firms and uncertified firms that may qualify under targeted business categories, requiring proposers to maintain separate documentation of both categories. Failure to identify subcontracting opportunities exempts proposers from completing the remainder of the outreach plan form. The document emphasizes transparency in subcontracting practices through potential COBID reporting obligations.
