About this file

This is an Attachment F Certified Disadvantaged Business Outreach Plan form for RFP 34763, a consultant services procurement for an Oversize/Overweight Permit System Replacement by an Oregon state agency. The form requires proposers to provide information regarding their certification status as minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), or emerging small businesses (ESB) under Oregon Revised Statutes 200.055, as certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID). Proposers must disclose contractual relationships with both certified and potentially eligible uncertified firms from the preceding two years, identify anticipated subcontracting opportunities and their estimated dollar values, and describe the specific outreach steps they will undertake to solicit certified firms for subcontract participation if awarded the contract.

The outreach plan requires proposers to certify that they will take reasonable steps to ensure certified firms receive equal opportunity to compete for and participate in subcontract performance. Proposers must also indicate their willingness to report subcontractor identities and contract values to COBID upon contract award. The information submitted in response to this outreach plan clause is excluded from scored evaluation and serves as a compliance mechanism to ensure participation of disadvantaged business enterprises in state-funded procurements. No specific budget allocation, pricing structure, or incumbent information is detailed in this attachment, as it functions as a supplementary compliance form rather than a standalone procurement document.
