Enclosure 6 Statement of Work Exercise Support Specialist
1. Introduction HQ SACT was activated in June 2003 to be “NATO’s forcing agent for change, leading the continuous improvement of Alliance capabilities to uphold NATO’s global security interests.” Transformation focuses on: concepts, doctrine, and policy; requirements and capabilities; exercises and joint education and training. A new requirement exists to further coordinate all National Exercises to develop the first NATO / National ‘Recognized Exercise Picture (REP)’ and ensure this can be generated in future, through development of the eMTEP, to meet the requirements of NATO HQ, SACEUR and SACT. HQ SACT is seeking contractor support to perform the duties outlined in paragraph 2.1 below, working with existing members of the HQ SACT TREX branch.

· Support the TREX Branch in the development of the first ‘REP’ by obtaining and coordinating national data into the e-MTEP.
· Attend relevant NATO exercise planning conferences.
· Develop a list of National Points of Contact for maintenance of the e-MTEP ‘REP’.
· Develop a plan for the future development of the e-MTEP system taking into account all NATO and National stakeholder requirements.
· Work with the e-MTEP software provider to take forward the e-MTEP development plan.
· Provide monthly reports to the COTR.
2.1.b Timelines. The estimated timeline is as follows:
· Contract Award + 1 Month: In concert with the TREX Branch, identify information requirements necessary to develop a REP that encompasses NATO, National, Partner, and other exercises/activities within the eMTEP.

· Contract Award + 4 – 6 Months: Work with the e-MTEP software provider to take forward the e-MTEP development plan.
