STATEMENT OF WORK
A.1 PURPOSE
The Department of Housing and Urban Development (HUD) intends to establish a single award Blanket Purchase agreement (BPA) pursuant to Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and Part 13, Simplified Acquisitions, for the design, delivery and installation of telephone (PBX), PC (including computer, monitor and printer at a minimum) to administer the system, and voicemail systems to multiple HUD Field Offices and Regional Offices throughout the United States.
As systems age and reach the manufacturer determined end of life/end of support, the contractor will provide all needed software, firmware, and hardware needed to maintain the equipment in a condition that will be supported for warranty, parts, and labor. In some cases, the manufacturer will offer an upgrade process that will preserve segments of the existing system while replacing and upgrading other portions of the system. Other situations will involve the complete obsolescence of the system platform and require an entire “fork lift” replacement of all hardware and software.
Currently, HUD Offices across the country are communicating utilizing a mix of several manufacturers including Avaya, Nortel, NEC and Mitel. While all these manufacturers are represented in our offices, approximately 50% of our total current inventory in the field is either the Avaya or Nortel brand; additionally, our Washington, D.C. Headquarters location has invested in Avaya products. For purposes of uniformity and ease of connectivity and future networking to include VOIP, the contractor should provide a solution using Avaya products.
These systems are standalone for each location presently, but connecting telecommunication systems is a future intent. The Contractor should address its ability to provide a seamless transition to Avaya from these current brands when replacing systems.
A.2 TELEPHONE AND VOICEMAIL SYSTEMS
A telephone system (PBX) and voicemail system will provide all necessary telecommunication and voicemail requirements for selected offices. This will include all hardware, software, firmware, operating systems, telephone instruments, and power and battery backup equipment necessary for all offices included in this award.
A.3 TASK ORDERS
a. A request for a replacement/upgrade/new system shall be provided to the contractor as each office’s new requirements approach. Each request will contain all necessary specifications for that office. The BPA holder will respond to the request with a proposed solution including labor hours (regular and projected overtime), hardware recommendations, and a timeline for the order and installation plan. c. It is understood and agreed that the BPA holder shall provide Fixed-Price telecommunication plans for each office unless otherwise directed by the Contracting Officer (CO). The Contractor’s plans shall be priced using labor rates and product prices established in the BPA. To the extent possible, Task Orders issued under the BPA will be issued on a firm-fixed price basis.
d. Be advised that HUD reserves the right to also issue Task Orders on a labor hour or time and material basis as determined by the Contracting Officer.
A.4 PERIOD OF PERFORMANCE
The anticipated period of performance for this BPA shall be as follows:

Work on issued Task Orders may extend beyond the effective period of this BPA. However, no new Task Orders may be issued once the period of performance has expired.
A.5 OPTION TO EXTEND THE TERM OF THE BPA
a. The Government may extend the term of this BPA by written notice to the Contractor at any time prior to the expiration of the BPA, provided that the Government shall give the Contractor a preliminary written notice of its intent to extend at least 30 days before the BPA expires. The preliminary notice does not commit the Government to an extension.
