About this file
This is a Response to Questions Template document for the Idaho Department of Health and Welfare's RFP 844, which solicits cost allocation plan narrative and statistics support services. The Department seeks vendor services to provide cost allocation plan narrative reviews, statistical support, and related consulting services. The current contractor processes 28 statistics from 17 data sources monthly, with an estimated annual value of $166,240 for the narrative and statistics review portion. The contract will be awarded based on hourly rates provided by the successful offeror rather than as a fixed-price contract. Key service expectations include quarterly updates to the cost allocation plan narrative while maintaining the current format, gathering and quality control of statistics and output files without direct software processing work, periodic training to Department staff as needed, and scenario analysis support. The Department emphasizes partnering with the contractor to shift responsibilities between the vendor and in-house staff based on budget constraints and operational efficiency.
The contract will be awarded on an hourly rate basis, with the Department requesting that offerors provide their best costs for the outlined services rather than establishing a predetermined budget. The incumbent vendor currently provides cost allocation plan narrative and statistics services but does not provide processing software. The Department has existing process flows and does not require the contractor to develop a new procedure manual. The Department is constrained on budget and expects the contractor to work collaboratively to determine optimal task allocation between contractor expertise in compliance and oversight versus Department staff handling of routine processes and error corrections. Contract updates and statistical processing are expected to occur monthly, with quarterly reviews of the cost allocation plan narrative to maintain consistency and compliance with federal requirements.

Is the cost allocation plan narrative and statistics review scope a part of the current cost allocation vendor's contract or does the current vendor only provide the cost allocation processing software as part of their contract scope?
Yes, the cost allocation plan narrative and statistics are included in the current contractor’s scope of work. They do not provide the processing software.

General
If the cost allocation plan narrative and statistics review scope is a part of the current cost allocation vendor's contract, what is the annual value of that portion of the contract?
The annual value of the cost plan narrative and statistics review is estimated at $166,240.

General
General
Does DHW have a budget for this contract and if so what is the amount?
The Department looks to the Offeror, as the experts in their field, to provide their best costs for the services outlined in the RFP.

9.II.B.1
10
Is it DHW’s expectation that the vendor is entering statistics into the current cost allocation plan processing software and processing the cost allocation plan using the software or is the expectation that the vendor is gathering and QC’ing statistics and output files but not working directly in the software?
No, the Department does not expect the vendor to work directly in the processing software.
5
9.II.B.1
10
How many statistics will the vendor be responsible for gathering and processing each month?
The current contractor processes 28 statistics from 17 data sources monthly.

9.II.C
11
In the RFP document, Task 3.0 is titled “Train Department Staff as needed” however in Appendix A, Task 3.0 is titled “Support Department efforts that impact cost allocation”. Please confirm these are the same Task?
No, these are not the same task. The Department periodically requires some training to staff which is not expected to be regular nor significant but might include a presentation in our annual grant training to include cost allocation process, impacts and federal compliance. “Support Department efforts…” is more about scenario analysis.
7
9.II.C
11
Could DHW please expand on exactly what training is requested? Cost allocation general training? Training specific to DHW’s processes?
See response to Question 6.
8
9.II.C.1
11
Can the Department please expand on this requirement? Is DHW looking for recommendations of a change to what the vendor is responsible for vs. what DHW is responsible for as it relates to cost allocation plan narrative updates and processing and documenting monthly cost allocation statistics?
There are processes each month which might naturally fit better with either the contractor (expertise in compliance and general oversight, for example) and/or the Department’s in-house staff (rote processes, error correction, etc.). The Department is constrained on budget and our expectation is that the contractor will partner with us to shift responsibilities as appropriate.
9
9.III.A.3
11
Is DHW looking for a vendor to do a complete initial review and update to the current cost allocation plan narrative, including structure, cost pools and allocation methods and then subsequent quarterly updates as needed or only quarterly updates as needed due to changes at the Department, maintaining the format of the current cost allocation plan narrative?
The Department is requiring quarterly updates and maintaining current format.
10
9.III.A.4
11
Does DHW currently have a procedure manual in place or is DHW looking for the vendor to develop a new manual?
The Department has created process flows with anticipated and actual time frames for completion. We are not requesting the contractor create a procedure manual.
11
Appendix A
N/A
Please confirm that the final contract will be based only on the hourly rate provided in column C and will not be a fixed contract based on the "total cost of service" in column E.
Yes, the contract resulting from the RFP will be awarded on the hourly rate provided by the apparent successful Offeror.
