About this file

This document is an amendment to a request for proposals for telehealth support services. The Great Plains Area Indian Health Service is seeking a firm fixed unit price contract for telehealth services including specialty clinics, emergency rooms, behavioral health support, and home visits. Vendors must respond by May 23rd, 2022 with pricing per visit for the estimated number of visits. The incumbent contractor is Avel, and the amendment provides clarification that the government will specify required equipment but the contractor must ensure providers complete all required onboarding and training. Background checks will be conducted by IHS. The amendment does not make any other changes to the original RFP terms.

Questions and Answers to RFP-75H70622R00005 – Telehealth Services, GPAIHS, Aberdeen, SD

1. I am looking for further clarity on Pricing format. The unit is plural with “visits”. Does that mean you are looking for a total price for all the estimated visits as a whole or an individual price per visit? Per Visit

2. The same pricing format exists for Tele-Emergency and eSANE services and this was historically a flat monthly rate. Does that mean that you are looking for a flat monthly rate for all CLINS? No

3. Seeking clarity behavioral health services. I can see that GPA is looking for a robust behavioral health support in the ER, inpatient, outpatient, and home. Is this solicitation carving out behavioral health out of specialty clinic services and creating it as a standalone? Negotiable

4. Is there a concern with 638 BH programs in Eagle Butte and Pine Ridge to provide services outside of the emergency department? I agree that providing timely follow up to individuals with suicidal ideation is crucial but wanted to ensure we are sensitive to tribal partners. Not a concern

5. Will the GPA be updating the specialty clinic and ER equipment to Cisco? I know the current equipment is end of life and this solicitation is not seeking replacement form contractor. Yes, GPA IHS will be specifying the platforms and equipment

6. Do you intend to make multiple awards? Single Award

7. Since the duties of the Contractor and the Provider are separate and distinct, especially as Contractor does not itself provide medical services, it is important that Providers not be incorporated into the definition of Contractor—can this be included in a potential contract? Yes

8. How many patients per day would you estimate the provider would see? This will depend on need and type of specialty for each facility, can’t predict this.

9. Are candidates required with our proposal? Yes

10. What was last year's spend for these services for this contract? Please contact FOIA

11. What are the current challenges/obstacles in meeting its staffing and recruitment goals for these positions? If a contract for the proposed services is in place, what areas of improvement over the existing contract would you like to see? Is there an incumbent and current contract for this service?

If so, can you please provide the vendor name and current contract rate? Avel, 4500 N Lewis Ave., Sioux Falls, SD 57104. Contact FOIA for additional information.

12. What is the expected process and timeline for notifying vendor of needs, reviewing candidates, scheduling providers, etc.? Upon award the vendor would be contacted immediately to start the process.

13. Can we add rates for all specialties we recruit for?

This is a complete telehealth package not individual recruitment

14. Is the encounter time 15 mins for each “unit”? The visits are usually 20 minutes – 40 minutes but that would be dependent on the specialty

15. Is the encounter time the same for each specialty? If not, will you please provide the breakdown.

The visits dependent on the specialty

22. Will providers need to be onsite at any time during the project term? No

23. Will training/orientation be covered? The contractor will make sure their staff complete our required orientation process for providers at each facility.

24. What current telehealth platform are the facilities using? The equipment is owned by IHS and they all use the same type (IT will have specific equipment).

25. What is the expected need of on-site coverage vs tele coverage? Only telehealth Coverage

26. Is the initial provider/patient encounter required to be in person? No

27. Is coverage pre-scheduled or is it by request only? If pre-scheduled, how many hours per day do you expect to schedule the telehealth service? If by request ("on-demand"), what is the maximum time allowed between request and physician availability? Specialty clinic is scheduled, ER is on demand

28. This is solicitation for a vendor to implement a full-service telehealth program or just staffing & equipment? Full service Staffing and Credentialing

29. Are you seeking physicians, advanced practitioners, and nurses? Yes and all (Nursing depending on Specialty; ie, E-Sane) and on if they are doing different tasks for Behavioral health
