Annex II: List of Indicators The PMP indicators below focus on outcomes, context, and performance to gauge progress towards results. They were developed through research, workshops, and discussions by Mission stakeholders.

These metrics were selected to support not only deliberately and consistently analyzing progress at different levels, but also to support the implementation of the Mission’s Learning Agenda. Each indicator has been categorized by type: context, outcome, and output, to outline how they contribute to the overall performance management. These indicators are only a part of the overall approach to performance management and should be viewed in conjunction with the Learning Agenda to assess whether programming is ‘moving the needle.’

The PMP indicators have been organized into two sets of indicator tables to help organize and clarify how performance data, RF and strategic data, and the Learning Priorities are designed to support monitoring of the CDCS:

1. Results Framework Indicator list (by each DO): Indicators are organized per DO, IR, and Sub-IR that track progress towards results and development objectives.

2. Learning Priority Indicator list: Indicators that contribute to answering the Learning Questions.

Where appropriate, Standard or ‘F’ indicators were used; however, given the need to focus on shorter-and longer-term outcomes, priority was given to outcome-oriented custom indicators, independently tracked indices as context indicators, and also survey-based indicators for results that depend on changes in knowledge, attitudes, and practices. Many of these ‘custom’ indicators are in fact industry- or sector-standard metrics or have been designed with input from the Technical Offices to ensure fit and relevance. In many cases, multiple results are tracked with shared indicators, disaggregates, or sets of indicators that also feed into addressing Learning Priorities. This has been specified in the ‘rationale’ column, as well as the ‘LP’ (Learning Priority) and ‘LQ’ (Learning Questions) columns. Disaggregation have been specified in the ‘disaggregation’ column and show how data will need to be sorted in order to accurately track progress and support analysis to address learning priorities and questions.

Finally, it is important to note that this set of indicators will adjust overtime, as the PMP is revisited and the mission adapts its approaches and results.

DO 1 Indicator Table

DO IR LP LQ Indicator Type Disaggregation Rationale

DO 1 Effectiveness of Reforms of Key GOE Entities Strengthened

1 World Governance Indicators, including, Government Effectiveness Index

Context This indicator will allow for measuring how interventions across the DOs line up to effective governance and vice versa. DO1 interventions affect all the DO’s and their ability to achieve results at a lower ministry level while support for reforms in DO2 and DO3 can be measured against this index and its components. This indicator can also measure public services, which is a major government role.

EGA Policy Inclusion Index

Context Reform type, sector, institution

Economic Governance Activity (EGA) will develop a Policy Inclusion Index, which will provide a holistic overview of the process by which Governance reforms are undertaken, with the goal of capturing the extent to which reforms reflect a process of more inclusive outreach, and result in more inclusive policies. At a minimum, this Index will include the following dimensions represented as sub-indices: 1) existence of mechanisms for dialogue with the private sector and other groups, 2) utilization of these mechanisms by GoE to obtain input and recommendations; 3) the extent to which these recommendations translate into policies/strategies/reforms.

The EGA team will use the findings from the foundational assessments to further develop these sub-indices and share with USAID for input and feedback.

The percentage of improvement of Outcome Institution This allows for a quantification of the rate of improvement in performance of defined key entities, based on the number of GoE institutions with increased capacity reported through CLBD-9.

the public sector by utilizing a common indicator across DOs, CLBD-9 as the basis for gauging improvements in institutional capacity. Capacity improvement under DO 1 is key for achieving results under DO 2 and 3. Since capacity building will be carried out in some form under all DOs

3 E-Government Development Index Outcome N/A The E-Government Development index incorporates the access characteristics, such as the infrastructure and educational levels, to reflect how a country is using information technologies to promote access and inclusion of its people. The EGDI is a composite measure of three important dimensions of e-government, namely: provision of online services, telecommunication connectivity and human capacity.https://publicadministration.un.org/egovkb/en-us/Data/Country-Information/id/53-Egypt

3 Government E-participation Index Outcome or Contextual

N/A The Government E-participation index gauges the use of online services to facilitate provision of information by governments to citizens ('e-information sharing'), interaction with stakeholders ('e-consultation'), and engagement in decision-making processes ('e-decision making').https://publicadministration.un.org/egovkb/en-us/Data/Country-Information/id/53-Egypt
