About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Florida Department of Transportation (FDOT), District Six, to establish, operate, and maintain a Smart Work Zone (SWZ) system to be temporarily deployed, retrieved, and redeployed across multiple projects along US 27 / SR 25 / Okeechobee Road in Miami-Dade County. The contract term is anticipated to begin in October 2022 and be effective through October 2025, or a three-year term. The addendum revises the timeline, providing details on the public meeting for the opening of the technical and price proposals, and addresses questions from prospective proposers regarding the handling of existing Maintenance of Traffic (MOT) devices.

The addendum clarifies that the SWZ consultant is responsible for deploying equipment to supplement the roadway contractor's MOT, and that the roadway contractor's MOT plan shall prevail. The consultant is expected to provide signal retiming plans consistent with the requirements and expectations of District 6 and the local maintaining agency(ies), which should only include typical weekday, AM, MD, and PM peak periods. The consultant is also required to propose a test plan that "best replicates deployment conditions" to demonstrate the functionality of the SWZ system.

RE: Project & Proposal No.: DOT-RFP-23-6179SD FIN No.: 447645-1-62-01 Counties: Miami-Dade WORK DESCRIPTION: To establish, operate, and maintain a Smart Work Zone (SWZ) system to be temporarily deployed, retrieved, and redeployed across multiple projects along US 27 / SR 25 / Okeechobee Road.

Proposers and other interested parties are informed that the above referenced Project documents are hereby revised, changed and supplemented as set forth below:

I. REVISION

The Request for Proposal document, Section 2 TIMELINE is revised and attached to this addendum. The Public Meeting on September 12, 2022, for the opening of the Technical Proposal and Price Proposal is at

11:00AM.

II. BELOW PLEASE FIND THE ANSWERS TO QUESTIONS RECEIVED FROM PROSPECTIVE

PROPOSERS ON THIS PROJECT

Questions Responses

We respectfully submit the following questions regarding existing MOT devices for all other General Contractors who currently have construction work zones on US 27/Okeechobee Rd. The devices of others in the SWZ area of US 27, such as message boards, etc. do not belong to the Smart Work Zone awardee and are not a part of this contract. The Smart Work Zone General Contractor would have no control over them.

1. Will FDOT require the current VMS boards of others to be removed?

1. No, the SWZ Consultant shall deploy equipment to supplement the Roadway Contractor’s MOT.

DOT-RFP-23-6179SD

ADDENDUM #2

2. Whose MOT plan will prevail in these instances?

Will the Gen. Contractors currently on site be required to change their plan to accommodate the

SWZ?

2. The Roadway Contractor's MOT plan shall prevail.

This SWZ contract is to support and supplement the Roadway Contractor's MOT. Refer to Section 4.2.2 of the Scope of Services.

3. Who will be responsible for a messaging conflict if the current VMS boards remain on site

3. Each Contractor/Consultant is responsible for the messages displayed on their VMS board.

6. Per Section 4.3 of the Scope of Services, the Consultant is responsible for delivering a traffic analysis report prior (5 days min.) to the start of an MOT phase, with proposed timing plans. However, it is not clear which time of day periods are expected by the Department, which could greatly impact the price proposal. In order to not exceed the maximum budgetary amount, can it be assumed that the timing plans in the traffic analysis reports may follow an approach similar to district’s Signal Retiming activities which only targeting the typical weekday, AM, MD, and PM periods. Please confirm.

6. The Consultant is expected to provide signal retiming plans consistent with the requirements and expectations of District 6 and the local maintaining agency(ies) which should only include typical weekday, AM, MD and PM peak periods.

7. In reference to section 4.2.3 SWZ Pre- Deployment Testing in the Scope, “The test plan must include testing each field site device, each sub-system, and the comprehensive system using multiple scenarios. At a minimum, field device testing must occur locally within District, in a safe and controlled environment that best replicates deployment conditions.” A system test in a “controlled environment” will require extensive safety measures and may require up to 4 miles of roadway to be able to “replicate deployment conditions”. Since this is really not practicable, it is requested that FDOT consider the comprehensive system test be done after SWZ trailers are deployed in the field where they are expected to be functional in relation to a work zone with the PCMS temporarily facing away from traffic to test multiple scenarios? This will enable replicating deployment conditions and fulfill the testing requirements stipulated in section 4.2.4.1.

7. The Consultant shall propose a test plan that “best replicates deployment conditions.” The intent of this test is to replicate the architecture of the system deployment and demonstrate functionality in a location that is not along the road, not mimic the roadway conditions. Testing of the SWZ system after deployment is covered by section 4.2.4.1 of the scope of services.

Revised documents are posted on VIP. All other documents of the subject project remain unchanged.

Failure to file a Protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
