About this file

This is a Request for Proposal (RFP) issued by the Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) for Basic Supervisory Training Services specifically targeting crew leaders. The RFP seeks proposals from qualified firms to provide a comprehensive 16-hour training program for new or relatively new supervisors in maintenance crews, with the contract period running from December 1, 2022, through November 30, 2023, and two potential one-year renewal options. The training will be delivered across three separate sessions, with each session accommodating up to 30 participants, totaling approximately 90 employees trained during the contract period. Proposals are due by August 15, 2022, at 2:00 PM Central Time, with vendor questions due by July 26, 2022. The training can be delivered either in-person or virtually, with MoDOT determining the method closer to the training dates.

The evaluation of proposals will be based on three key components: Experience, Expertise and Reliability (40 points), Proposed Method of Performance (45 points), and Proposed Fee (15 points). MoDOT actively encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with suggested participation targets of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Vendors must be registered and in good standing with the Missouri Secretary of State and provide proof of lawful presence and work authorization. The RFP requires vendors to maintain specific insurance coverage, including general liability insurance of $500,000 per person/$4,000,000 per occurrence, business automobile liability of $500,000 per person/$4,000,000 per occurrence, and workers' compensation coverage with $1,000,000 employer's liability insurance. Proposals can be submitted electronically through the MissouriBUYS system or via hard copy mail with prior notification to the buyer of record.

ADDENDA

Addendum 01 http://www.mo.gov/privacy-policy/

Page:4

The due date for receipt of proposals is unchanged by this Addendum. The following clarifications, and/or additional information, are believed to be of general interest to all potential

Offerors. All other terms and conditions remain unchanged and in full force.

QUESTION 1: Two RFPs were released from MoDOT at the same time that are both related to leadership training. This one sounds like it is specifically for Crew Leaders. Can you confirm that the participants of this training would ONLY be new leaders who are managing crews out in the field?

RESPONSE: That is correct. Both trainings are related to leadership, but the basic supervisory training is specifically for crew leaders in Maintenance who will be managing crews out in the field.

QUESTION 2: On page 14 of the RFP, it states that the training will be three days long – afternoon of day 1, full day 2 and morning of day 3 – for a total of approximately 16 hours of training. It then states “this RFP will cover three sessions total within the contract period”. Can you clarify whether this means: A) the SAME cohort will have three training opportunities of 16 hours for a total of 48 hours of training over the contract period, or B) each training cohort will only have 16 hours of training and there will be three different cohorts over the contract period?

RESPONSE: B – each session will be 16 hours for those that participate, but MoDOT wants to offer at total of three sessions (16 hours each) during the contract period to allow others to attend.

The hope would be to have about 30 participants per session – so giving 90 employees the ability to take part in this training.

QUESTION 3: On pages 12, 13 and 14, the RFP outlines a wide array of topics the department would like to be covered in this timeframe. From our experience, it would not be possible to sufficiently cover all these topics in two half-days and one full day (16 hours). If the department intends to send three different cohorts through a training that is 16 hours in length, would they be open to discussion about prioritizing the list of training deliverables to better match the allotted time for the training?

RESPONSE: MoDOT is open to allow 3 full days of training if needed to cover the material, but yes, MoDOT would be willing to discuss prioritizing the list as well – if there is a concern.

QUESTION 4: On page 19, the RFP states “the vendor should include one complete electronic copy of their proposal in …. On password protected flash drives.” Since we will be submitting this via the portal, can we assume that this request is not relevant?

Page:5

RESPONSE: This is directions for if the Offeror(s) wants to submit their proposal via U.S. mail, FedEx or UPS or they can submit their proposal electronically through the portal.

QUESTION 5: Are we missing a Scope of Work or RFP detail document? Each opportunity appears to include required response documents, but we can't seem to find a document detailing the actual need.

RESPONSE: The best way to obtain these documents, etc. is to log into MissouriBUYS and download the RFP. There are directions on the main page of MissouriBUYS that can assist you.

Here is the link: https://missouribuys.mo.gov/bidboard

QUESTION 6: The pricing page appears to request hourly pricing by employee type. We bid our training by organization size, program requirements, and the number of attendees. Is it a requirement to bid this opportunity by labor costs?

RESPONSE: Yes, this provides us with a breakdown on how the bid was calculated and broke out.

QUESTION 7: What are the travel requirements?

RESPONSE: If training was done in-person, the vendor would be required to travel to the location of the training site for the duration of the training to present the training. Additional clarification may be needed on the question in order to provide a more detailed response.

QUESTION 8: What portion of the training will be in-person and virtual?

RESPONSE: The training in its entirety will either be in-person or virtual depending on the state of the pandemic in our area. MoDOT will make the determination of which closer to the time of the training, but will be sure to give enough notice that the Offeror can prepare appropriately. Costing for some Offerors may be different whether done in-person or virtual.

3. MODOT RFP GENERAL DESCRIPTION AND BACKGROUND

3.1. General Description

This document constitutes a RFP from prospective qualified Offerors to provide basic supervisory skills training to the Commission and MoDOT, as set forth in this RFP. It is the intent of this RFP to have the successful Offeror enter into an Agreement with MHTC (hereinafter "Resulting

Agreement"), to supply said services outlined herein.

3.2. Background

Page:12

MHTC is seeking a qualified Offeror who can provide training services. It is the intent of this RFP to have the successful Offeror enter into a Service Agreement (the previously mentioned Resulting

Agreement) with MHTC, to supply training services as outlined herein.

The Missouri Department of Transportation (MoDOT) would like to provide a course for their personnel, which will teach basic management theory and skills for entry-level supervisors. This will allow the participants to be more effective in the work environment and provide them with the necessary skills to function successfully as a supervisor.

The intent is to provide dynamic training that will impart a better knowledge of managing personnel, projects, change and budgets. This course will include basic management theory, terminology and principles, but focus heavily on how to apply the theory. Students need to know “what to do” when they leave the class. The course will be designed using best practice instructional design, including team-based learning and job aids that can be used in the workplace. Instructional delivery and course material should be designed to meet the needs of a range of education levels from roughly

8th grade reading level and higher. All course materials should be developed in cooperation with

MoDOT’s liaison or a designee.

MoDOT operates as a customer focused and results driven, state agency under a decentralized organization structure with headquarters in Jefferson City, Missouri and is governed by the MHTC, a six (6) member Commission appointed by the Governor. The Central Office provides oversight and support to seven (7) geographical districts primarily responsible for delivery of MoDOT's mission and tangible results. Each district contains approximately fifteen percent (15%) of the total road mileage in the state highway system. MoDOT employs approximately 5,100 full-time employees. About eighty percent (80%) of those employees work in the seven (7) districts with the remainder working in the various divisions within the Central Office facility.

3.3. Contract Period

The Contract Period for the performance of the services described in this RFP is from December 1, 2022 through the November 30, 2023. The successful Offeror shall perform any and all the services listed herein as often as requested by MHTC for the entire duration of the Contract Period as defined herein at the Guaranteed-Not-To-Exceed Prices submitted by the successful Offeror in response to this RFP.

3.4. Renewal Period

Page:13

The contract shall not bind, not purport to bind, the MHTC for any contractual commitment in excess of the original contract period. The Commission shall have the right, at its sole option, to extend the contract for two (2) one-year periods, or any portion thereof. In the event that the

Commission exercises its options to extend the contract, such extension must be accomplished by a formal contract amendment approved and signed by representatives of the Contractor and

Commission, respectively, each of whom being duly authorized to execute the contract amendment on behalf of the Contractor and Commission, respectively.

3.5. Schedule of Events

Below is the schedule that will be followed. Unless otherwise specified, the time of day will be 7:30 a.m. to 4:00 p.m. Central Time. MHTC reserves the right at its sole discretion to expand this schedule, as deemed necessary, without any notification except for the deadline date for submitting a proposal.
