The document is a Request for Proposal (RFP) issued by the Missouri Department of Transportation (MoDOT) for an On-the-Job Training (OJT) Supportive Services Program targeting the Heavy Highway Industry in the St. Louis area. The RFP seeks qualified organizations to provide comprehensive training and support services for 38 individuals, including 30 new students and 8 previous graduates, with services ranging from work maturity skills and life skills to computer training, financial management, High School Equivalency preparation, and industry certifications. The procurement was released on September 18, 2019, with proposals due by October 15, 2019, and MoDOT intends to select organizations by November 1, 2019, for a contract period from January 1, 2020 to December 31, 2020.

The total program budget is $139,535, with MoDOT awarding two contracts of $67,267.50 each, including $12,000 in in-kind contributions. The RFP encourages participation from minority and women-owned businesses, with target participation goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE). Proposals will be evaluated across six criteria: experience and expertise (25 points), proposed method of performance (20 points), recommendations (12 points), in-kind contributions (15 points), partnerships/collaboration (18 points), and past success with placement and retention (10 points). The program is specifically designed to support workforce development in the heavy highway construction industry, addressing a projected 10,082 job openings in the St. Louis region through 2026, with a focus on increasing employment opportunities for minorities, women, and economically disadvantaged individuals.

The Missouri Department of Transportation is now posting all of its bid solicitation documents on the new

MissouriBUYS Bid Board (https://www.missouribuys.mo.gov). MissouriBUYS is the State of Missouri’s web-based statewide eProcurement system which is powered by WebProcure, through our partner, Perfect

Commerce.

For all bid solicitations, vendors now have the option of submitting their solicitation response either as an electronic response or as a hard copy response. As a means to save vendors the expense of submitting a hard copy response and to provide vendors both the ease and the timeliness of responding from a computer, vendors are encouraged to submit an electronic response. Both methods of submission are explained briefly below and in more detail in the step-by-step instructions provided at https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf

Notice: The vendor is solely responsible for ensuring timely submission of their solicitation response, whether submitting an online response or a hard copy response. Failure to allow adequate time prior to the solicitation end date to complete and submit a response to a solicitation, particularly in the event technical support assistance is required, places the vendor and their response at risk of not being accepted on time.

• ELECTRONIC RESPONSES: To respond electronically to a solicitation, the vendor must first register with MissouriBUYS by going to the MissouriBUYS Home Page (https://missouribuys.mo.gov), clicking the

“Register” button at the top of the page, and completing the Vendor Registration. Once registered the vendor should log back into MissouriBUYS and edit their profile by selecting the organizational contact(s) that should receive an automated confirmation of the vendor’s electronic bid responses successfully submitted to the state.

To respond electronically to a solicitation, the vendor must login to MissouriBUYS, locate the desired solicitation on the Bid Board, and, at a minimum, the vendor must read and accept the Original Solicitation

Documents and complete pricing and any other identified requirements. In addition, the vendor should download and save all of the Original Solicitation Documents on their computer so that they can prepare their response to these documents. Vendors should upload their completed response to these downloaded documents (including exhibits, forms, and other information concerning the solicitation) as an attachment to the electronic solicitation response. Step-by-step instructions for how a registered vendor responds to a solicitation electronically are available on the MissouriBUYS system at:

https://missouribuys.mo.gov/sites/missouribuys/files/How_To_Respond_To_A_Solicitation.pdf

Vendors are encouraged to submit their entire proposal electronically; however in lieu of attaching exhibits, forms, pricing, etc. to the electronic solicitation response, a vendor may submit the exhibits, forms, pricing, etc. through mail or courier service. However, any such submission must be received prior to the solicitation’s specified end date and time. Be sure to include the solicitation/opportunity (OPP) number, company name, and a contact name on any hard copy solicitation response documents submitted through mail or courier service.

In the event a registered vendor electronically submits a solicitation response and also mails hard copy documents that are not identical, the vendor should explain which response is valid for the state's consideration. In the absence of such explanation, the state reserves the right to evaluate and award the response which serves its best interest.

4. MODOT RFP SCOPE OF WORK AND SPECIFIC SERVICES

4.1 Purpose

mailto:Leann.Kottwitz@modot.mo.gov

Page:9

A predicted 10,082 job openings are projected in Highway/Heavy Construction Industry in the St. Louis region through 2026 by the Missouri Economic Research and Information Center (MERIC). A societal focus on professional or “white collar” careers has steered young people away from labor intensive fields for more than a generation. With the aging of Baby Boomers approaching retirement, this is causing a gap in available labor force. Employers are seeking a labor force that has “soft skills” as well as basic level training.

MoDOT’s Division of External Civil Rights and OJT past award recipients have had a record of training and placing successful individuals who have participated in the OJT SS programs. MoDOT has received OJT

Supportive Services funds since 1998. The OJT Supportive Services training programs MoDOT has funded provide educational experiences to enhance work maturity or “soft skills”, life skills, computer skills, financial management courses, High School Equivalency (HSE) attainment, career exploration and development, industry certifications, job readiness, job placement assistance in heavy highway construction, mentoring assistance, equipment training, vocational training, commercial driver’s license (CDL) attainment, OSHA-10, and CPR-First Aid certifications. MoDOT would like to continue to utilize OJT Supportive Services funding to increasing employment opportunities for minorities, women and economically disadvantaged individuals on

Federal-aid highway projects.

4.2 Specific Services

The Offerors agree to perform specific services within the above stated scope of work to include, but not be limited to the following:

4.2 Statement of Problem

Page:10

In speaking with multiple stakeholders, including contractors, state workforce development officials, training organizations, and labor organizations, MoDOT has affirmed that there is a continued high need for qualified workers in highway construction. Missouri Economic Research and Information Center (MERIC) provides occupational projections at the local, regional and state levels. MERIC estimates 90,550 openings statewide, with 10,082 openings in the St. Louis region, for the Highway/Heavy Construction Industry through 2026.

Without a trained workforce, contractors will be unable to fill openings, reducing their ability to compete for federal-aid highway construction projects.

Specifically, MoDOT is embarking upon a Design Build project in the St. Louis area. The I-270 North Project is the next step toward improvements along interstate 270 from I-70 on the west to the Chain of Rocks

Bridge on the east. This follows the completed I-270 North Environmental Assessment (EA) that addressed impacts of congestion, safety, and mobility, as well as accessibility and aging infrastructure, along I-270. The

Missouri Highways and Transportation Commission approved the I-270 North project to be procured using

Design-Build in the summer of 2018. I-270 North is one of the heaviest travelled roads in Missouri. On average over 140,000 vehicles travel on I-270 North each day (Average Daily Traffic). I-270 North was constructed when traffic volumes were much lower. The I-270 North Project will improve mobility on the mainline, at the interchanges, and on the outer roads. This design build project aims to reduce traffic congestion faced by local users and interstate travelers. Among the goals of the project is to grow and utilize a diverse workforce. MoDOT has had success with funding training female, minority, and low income individuals through local training providers. This training helps to prepare them with basic heavy highway construction skills, as well as soft skills and life skills. By training female and minority individuals, this will help to provide a diverse candidate pool to heavy highway construction firms in the St. Louis area.

External factors that may risk the program’s success include a low overall unemployment rate in Missouri, locating potential students to participate in the program, and outside influences such as family commitments that may impede completion of the program. In addition, the award recipient(s) will need to be closely monitored to ensure program goals are met.

4.3 Needs Assessment

Page:11

MoDOT plans, designs, constructs and maintains 32,800 miles of highways. Missouri has the seventh largest state highway system in the United States, with more miles than Iowa, Nebraska and Kansas’ systems combined. Missouri’s Statewide Transportation Improvement Plan (STIP) has budgeted approximately $1,198,010,000 in spending for approximately 1,319 federal-aid highway construction projects for 2019 to 2023.

As of June 19, 2019, the MERIC Occupational Employment Project

(https://www.missourieconomy.org/occupations/occ_proj.stm) has projected the following job openings in

Highway/Heavy Construction in the St. Louis area through 2026: Equipment Operators–235, Cement

Masons–217, Electricians and helpers–584, Carpenters and helpers–994, Construction Laborers–1,184, Highway Maintenance Workers–136, Ironworkers–78, Painters–322, and Construction Managers–231.

Moderate on-the-job training is required for the above careers, and the occupational skills set includes:

Equipment Maintenance, Instructing, Critical Thinking, Equipment Selection, Operation and Control, Active

Listening, Troubleshooting, Speaking, Operation, Monitoring, and Coordination. Additionally, a Missouri GAP study conducted by MERIC shows the most important competencies and skill requirements that are most important to employers include interpersonal skills, habits, managing time, technical skills, computer literacy and technical training. The shortcomings that applicants have displayed include lack of positive attitude, poor technical skills, poor communication skills, poor work ethic, basic math skills and inability to understand written information.

Currently, the US Census data reports a significant gap between heavy highway construction workers who are white vs. minorities statewide.
