RFP 47QFEA20K0018 Questions and Answers via Amendment 03
1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER: This is a brand new requirement with GSA, Region 2. GSA Region 2 does not have any incumbent contracts or task order number available.
2. Will full IETMS, or a snapshot, be available as part of the additional information being released with the solicitation? If full IETMS are not available during solicitation phase, will they be during execution?
USG ANSWER: Full IETM’s will be provided upon award.
SOW:
3. Background: Section C.3.2.5. CDRL A026 does not specify a format.
Question: Will contractor format, matching the format and content (with the additional electrical and avionics requirements) of the RTM that was provided to the Army for BHMT-M #1, be acceptable?
USG ANSWER: Yes contractor format is acceptable.
4. Background: Section C.3.5.3. CDRL A009 does not specify a format.
Question: Will contractor format, matching the format and content (with the additional electrical and avionics requirements) of the R&M prediction report used to develop the spare parts list provided for the previous BHMT-Ms be acceptable for this contract?
USG ANSWER: Yes contractor format is acceptable
5. Background: Section C.3.5.11. The SOW says that the GPI will be “conducted by the contractor and witnessed by the COR.” The normal process is for USG Subject Matter Experts to conduct the GPI with assistance from the contractor.
Question: Is the intent for the contractor to complete the GPI just with the COR present or will USG Subject Matter Experts participate?
USG ANSWER: GPI will be done by a USG SME with the contractor as witness.
6. Background: Section C.3.7.3. requires the contractor “to strive to eliminate or reduce hazardous materials and waste.” The airframes that will be provided by the USG to convert to trainers have Cadmium coated parts including all the rivets.
Question: Will the contractor be able to use these airframes as is and purchase/use Cadmium coated parts in modifying the trainers to the UH-60M model configuration?
USG ANSWER: Yes, the contractor will use the GFE airframes as is, and purchase Cadmium coated parts as needed.
RFP
7. Background: Page 2, Section 4, part B of the RFP and Section C.3 of the SOW both state, “IETM shall be the latest version when the trainers are delivered to the Government.” This seems counterintuitive as there is no way to develop the device to an IETM that does not exist at the beginning of the project.
In addition, Section C.3.2.7.1 of the SOW requires delivery of the Traceability Matrix as part of the SRR Entrance Criteria. The IETM is a critical driver of requirements and must be locked down to develop the Traceability Matrix. Accordingly, these two requirements are incompatible as the awardee cannot develop the requirements to an IETM that may change prior to completion of the project.
Question: Will the USG revise these Sections to state that the IETM will be the latest version available upon contract award or upon commencement of SRR?
USG ANSWER: Yes, that is acceptable. Refer to the changes in the Attachment 2-Updated SOW, Page 7 attached in Section 11 of the RFP Amendment 03 and RFP 47QFEA20K0018 Amendment 03, Section 4, Page 2.
The latest IETM will be used for this effort and will not change.
8. Background: Page 5, Section 5.3. of the RFP states, “Travel shall be a cost reimbursable expense, and no G&A or other administrative fees shall be allowed on travel.” Our DCAA approved billing practice allows G&A to be applied to all cost reimbursable travel to cover the expense incurred setting up travel and preparing the travel documentation for approval through GSA.
Question: Will the USG reconsider their position on the application of G&A on cost reimbursable travel?
USG ANSWER: Travel shall be a cost reimbursable expense with G&A or other administrative fees included. Refer to RFP 47QFEA20K0018 Amendment 03, Section 5.3, Page 5.
9. Background. Page 5, Section 5.3. of the RFP states, “Travel shall be a cost reimbursable expense…” Section 6.1. of the RFP states, “Subsequent orders will be placed at a Firm Fixed Price for the UH-60M Black Hawk Maintenance Trainer CLINs, Firm Fixed Price for the Training CLINs and Time & Materials (T&M) for the Travel CLINs.”
Question: Is it the Government’s intent that the travel expenses on subsequent orders to be cost reimbursable per Section 5.3 and the labor associated with travel to be reimbursed using a T&M arrangement? If not, please define how the Government intends to award travel on subsequent orders.
USG ANSWER: All approved travels by the Contracting Officer Representative under each BPA delivery order will be billed against the Travel CLIN.
10. Background. Table on Page 8, Section 5.5 of the RFP, the last table entry for Applicable/Not Applicable is incomplete as shown in the highlight below.
Pollution Prevention
FAR 23.1005, FAR 52.223-5 (Alt I or Alt II as applicable).
Applicable if work is being.
Question: Will the USG please update the table for clarity?
USG ANSWER: Not Applicable- Refer to RFP 47QFEA20K0018 Amendment 03, Section 5.5, Page 8.
11. Background. Page 13, paragraph 6.9.5. states “All software (databases/code) produced at the request of the client becomes the sole property of the United States Government and shall enter the public domain and is non-proprietary.” We have no issue providing the Government reuse data. However, we have not and should not allow this data to enter the “Public Domain” as indicated above. Entering this data into the public domain is not in the best interest of the USG or the contractor who developed it and may possibly violate International Traffic in Arms Regulations (ITAR) regulations.
Question: In order to preclude this data from the public domain, and allow the Government to retain the data, will the Government modify paragraph 6.9.5 “Records/Data” to require that the data to be provided to the Government and protected under Distribution Statement D and appropriate ITAR regulations?
USG ANSWER: Yes, please refer to new languages under Section 6.9.5 of RFP 47QFEA20K0018 Amendment 03, Page 13.
12. Background: Page 20, paragraph 8.0 includes the provision “252.215-7010 Requirements for Certified Cost or Pricing Data …”. This clause requires bidders to provide their Certified Cost back up for the costs provided in Attachment 8 of the solicitation. Normally, the back-up includes offeror’s labor costs by labor category and hours, material costs, approved overhead and G&A costs, etc. Bidders also have an option to ask for an exemption if they meet certain criteria.
Question: Is it the Government’s intent to have bidders provide their Certified Costs or requests for an exemption in accordance with clause 252.215-7010 as an appendix to Attachment 8 of the solicitation?
USG ANSWER: Yes, please request for an exemption in accordance with clause 252.215-7010 as an appendix to Attachment 8 of the solicitation.

Performance Spec
1.1 Identification
13. The section states the BHMT will be used by the Taiwan Army. Please confirm the RFP requirement is for the US Army and not the Taiwan Army. Further, is this the correct Performance Specification (PS) for the RFP stated US Army BHMT? If so, please confirm there will be no change in the supplied Taiwan Army PS (Performance, configuration, etc.) for the US Army BHMT and this document replaces any other RFP referenced Performance Specification.
USG ANSWER: Please disregard previous incorrect PS and refer to the “Additional Attachments via Amendment 03” zip folder for correct PS.
RFP Cover Letter
N/A
14 .Given Amendment 2, with the critical Performance Specification document, was released 12 days post the solicitation date, and the content therein requires sufficient review time in order to properly create a complaint response, we would kindly request the Government to reconsider their position on the submittal date. We would recommend a minimum and comparable extension of 12-days (to 13-July)
USG ANSWER: The RFP due date is hereby extended from 07/03/2020 to 07/08/2020, 3PM EST.
N/A
15. This document indicates these tasks are additional required checks and faults. How do these relate to the Performance Specifications? In the event of conflicts or duplication between this document and the Performance Specification, what is the default order of precedence? Shouldn’t these be incorporated in the Performance Specification?
USG ANSWER: These are new tasks for the trainer and have not been inserted into the Performance Specification (PS). The device will incorporate these additions.
SDRLs
Numerous
16. Most of the Gov/RFP supplied SDLRs include the Contractor name of LSI. Please provide clarification of any relationship, if any, of this BHMT effort to that of the mentioned Contractor.
USG ANSWER: Disregard previous incorrect SDRLs attachments and refer to the updated SDLRs in the RFP 47QFEA20K0018, Amendment 03, under Section 11-Attachment List, Attachment 6 CDRLs via Amendment 03.
A014
The supplied for denotes “Bugzilla” in the subtitle, is this a requirement or can any equivalent tool be utilized (E.g. JIRA)?
17. Will the Government provide the trainers to the contractor’s facility at Government cost or does contractor need to include cost to disassemble, pack and ship for the GFE? If the contractor will be required to teardown, pack and ship where are the trainers located?
USG ANSWER: Any tool can be used. The GFE aircraft trainer will be delivered to contractor’s facility at the government’s cost.
18. Will the Government provide a fidelity matrix for the Donor Aircraft? The Matrix is necessary to determine actual configuration of each donor aircraft. If the trainers are in different configuration and state of disassembly, cost will need to be added or additional GFE will need to be provided.
USG ANSWER: No fidelity matrix will be supplied.
The aircraft is not complete. All components that are not on aircraft at time of delivery will be acquired and delivered to contractor as required at the government’s cost. The aircraft is old divested MH-60K's. These are not UH-60M's. The RFP is to build M model trainers from the GFE MH-60K's.

Attachment 8: Price Schedule
20. Each tab in PRICE SCHEDULE contains a price element for Travel, which includes the following statement “incl. estimated G&A on travel”. RFP 47QFEA20K0018 paragraph 5.3 TRAVEL states “Travel shall be a cost reimbursable expense, and no G&A or other administrative fees shall be allowed on travel.” These statements appear to be in conflict with each other. Please clarify if G&A is allowed in Travel cost estimate.
USG ANSWER: Travel shall be a cost reimbursable expense with G&A or other administrative fees included. Refer to RFP 47QFEA20K0018 Amendment 03, Section 5.3, Page 5.
