About this file

This document is an Amendment One to Request for Proposal (RFP) 375508 from Fermi National Accelerator Laboratory for a technical specification (SPEC ED0044160) concerning magnetic and electrical properties testing. The amendment addresses bidder questions regarding testing standards, specifically clarifying acceptable testing methods for magnetic core specimens, including acceptance of Epstein testing per ASTM A348 and corrections to technical specifications like coercive force limits and surface resistivity requirements.

The RFP includes key modifications: the electrical resistivity test per ASTM A342 is no longer required, and the surface resistivity requirement is corrected to ≥ 10 Ω·cm² total for two sides. As a result of these amendments and bidder questions, the bid response date has been extended from December 23, 2025, to January 12, 2026, at 13:00 CT, with all other terms and conditions remaining unchanged. The document is managed by Fermi Forward Discovery Group, LLC for the U.S. Department of Energy Office of Science.

RFP 375508

Date: December 17, 2025

Re: Amendment One – Bidder Questions / Responses

Response Date Extension

SPEC ED0044160 Section 4: Magnetic and Electrical Properties

Q1: ASTM A 927 is Standard Test Method for Alternating-Current Magnetic Properties of Toroidal

Core Specimens Using the Voltmeter-Ammeter-Wattmeter Method1. We don’t do toroid testing. We do Epstein testing per ASTM A348.

A1: We would accept Epstein Testing per ASTM A348.

Q2: Magnetizing Force (H) must not exceed 0.55 Oe with respect to the Induction (B).

Do not know what they mean by this- They are driving to 1.037 – 29.45 Oe which exceeds 0.55 Oe.?

A2: There is a correction needed. The statement should read “Coercive Force (Hc) should not exceed 0.5 Oe.” Induction is not relevant.

Q3: Why do the properties have to be within 5% of what is listed in the table--- If Core loss is lower than 5% of the properties listed that is a good thing?

A3: Lower core losses are acceptable.

A3.1: Higher permeability is acceptable.

Q4: Why is standard Epstein test not sufficient?

A4: Epstein testing is acceptable per ASTM A348.

SPEC ED0044160 Section 5 Electrical Resistivity

Q5: ASTM A342/A342M-21 Standard Test Methods for Permeability of Weakly Magnetic Materials---

We do not have the equipment to perform this test at PTM. Would have to be sent out. No idea if we will meet the 45– 55 μΩ·cm range. Is A342 test is the correct method? It looks like you want electrical resistivity – but that would be a different test. I think that test would occur without a coating.

A5: This Electrical Resistivity test is no longer needed per ASTM A342. The coating should meet the requirements in Section 7.

SPEC ED0044160 Section 5 Surface resistivity - Correction

There is a correction needed to Table 5. The surface resistivity requirement should be ≥ 10 Ω·cm² (per

ASTM A717-81) total (two sides).

Bid Response Date extended from December 23, 2025, out to January 12, 2026, at 13:00 CT

All other terms and conditions remain unchanged.
