A. Family Supportive Services of Northern Michigan
1. Experience and Qualifications- Category A
Score 13/15
The evaluation team determined that overall the responses were mostly satisfactory, but the following deficiencies were noted:
A2. (-2 points) The bidders performance tracking method was unclear, lacked measurable indicators, and did not describe how outcomes were specifically monitored or evaluated. The bidder should have been more specific in their tracking. VIII. Award Recommendation Award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.
Family Supportive Services of Northern Michigan provided the best value to the State. Best value factors for Award Recommendation include: price and non-price factors such as quality, service, performance, and experience as stated in the solicitation. The bidder is prepared to commence services on the requested start date which prevents a gap in services for our clients.
The bidder outlined their 20 years of contract experience with 13 various counties within the State of Michigan. The bidder notes prior capacity to serve clients and meet the requirements of the contract and delivery capabilities. Referral process, staffing allocations, worker qualifications, duration and frequency of services are well detailed and explained. Typical service needs, barriers to services and client needs are well documented and appear to be understood by the vendor based on the narrative.
The bidder is aware of, and able to demonstrate, understanding of the services required, outcomes to be measured, barriers to service delivery, and service capability. The expansion of services in prior years, referenced in the materials, as well as the information about the organization’s ability to pivot to serve additional counties was indicative of expansion and engagement.
As part of the best value determination, overall economic impact to the State of Michigan was considered and is not a determinative factor in making this award.
Award Recommendation is made to Family Supportive Services of Northern Michigan in the amount of $300,000.00.
