Solicitation No: RFP245-13M-0003PD Teleradiology/Interpretation Service Questions:

1. I see that currently only of the two facilities are open 24/7, can you tell me the approximate percent of work that is generated between the hours of 2200 and 0700?

Answer: that is going to vary by facility. For Gallup Indian Medical Center is about 25 percent for 2200-0700 Mountain Time.

2. Can you tell me who the incumbent on the current contract is? The current provider is University Physician of Arizona.

3. Can you share the procedure pricing for the current contract? The procedure for pricing is the fee schedule under Section B of the solicitation.

4. What is the definition of a “Billing Waiver”? Can you provide a description, definition or template so that we can better understand the section of the RFP that requires contractors to “Provide each NAIHS facility with signed billing waivers for each interpreting radiologist as required to facilitate billing of government and private third party payers by NAIHS facilities.”

Answer: Billing waivers are documents signed by vendor’s teleradiologists confirming that the teleradiologists will not bill government and third party payers directly for their services. Vendor will be paid according to the contract schedule; IHS facilities will bill government and third party payers, as appropriate, for interpretations performed for the IHS facilities by vendor’s teleradiologists.

5. For the requirement B-4.b.6.e (Page 19), “Performance Improvement Plans (PI Plans) must be included for any of Contractors interpreting radiologists with a rate of clinically significant discrepancy greater than 1%”. Our assumption is that the term “clinically significant” refers to B.4.B.6a. Roman numerals i-iii. Is this assumption correct?

Answer: Correction B-4.B6.e “clinically significant discrepancy” refers to B-4.B6.a.iii.

6. B.8.6 Professional Qualifications. Contractor’s Professional Liability Insurance. Vysnova has provided Teleradiology services to a number of government clients, and noticed that the amounts of professional liability insurance is between $2,000,000.00 per claim and $6,000,000.00 in annual aggregate. We currently hold policies that are $1,000,000.00 and $3,000,000.00 respectively. Please explain the rational for these rates. Will we be able to submit proof of our current insurance and increase the coverage amounts upon award?

Answer: The offerors should provide/submit copies of their liability insurance with their proposal. The Contractor’s Liability Insurance should be equivalent to the State of New Mexico requirement.

7. What is the name of the Hospital Information System and the Radiology system that is currently in place? Answer: RPMS HIS and RIS.
