STATEMENT OF OBJECTIVES
Replacement of existing nurse call system – Rosebud Hospital
(Hospital Communication Systems, Nurse Call: UMDNS 15-614)
Background:
The Rosebud IHS Hospital is a 35 bed hospital built in 1990 to provide inpatient, emergency room, dental, outpatient, and surgical services to the Native American population of the Rosebud Indian Reservation in South Dakota.
Objectives:
The purpose of this procurement is for a 'turn-key' solution to replace the existing Simplex-Grinnell EZ Care nurse call system located in various areas of the facility with a state of the art digital system. The new system will be expected to not only meet the basic call and notification functions of a traditional nurse call system, but to also function as an advanced communications and emergency notification system to provide for patient, visitor and staff safety throughout the entire hospital building.
Constraints:
The contractor will be required to ensure adequate interim life safety measures are planned for, and utilized, as necessary during all phases of the project. This includes ensuring existing, or alternate, nurse call functionality.
The proposed system/solution must be ANSI/UL 1069 Listed, or the proposal will not be considered.
All components, to include wiring, interfaces, etc. of the existing system will be removed by the contractor. No elements are to be 'abandoned in place'.
It is the intent of this system to cover all patient care departments and public/patient bathrooms within the facility.
Proposals shall not include any system that the manufacturer/vendor intends to declare at 'end of supported life' within five years following installation.
All proposals must include initial user training as well as materials that can be used to provide supplemental user training to new staff, as well as periodic refresher training to existing staff.
All proposals include full documentation to include, but not limited to, 'instructions for use', 'operator's manual', full service and configuration information ('service manual', wiring diagrams, parts breakdown, periodic/preventive maintenance requirements, troubleshooting procedures, etc.) to be provided upon installation.
Telecommunications/Data Systems:
The nurse call system shall be a separate system that is not reliant on the existing IT network infrastructure to operate. It is anticipated the nurse call system can interface and interact with the existing IT network infrastructure and various hospital systems (ADT, EHR, VOIP, etc.). The nurse call system can be designed to use the existing IT infrastructure as a 'redundant' communications path. But in the event of an IT network outage, it is expected the nurse call will continue to operate normally and without interruption.
Preferences and Desired Features:
"Panic buttons" or similar wireless devices that can be used by staff to call for assistance and show where the particular staff member is located graphically, or via annunciator
Central consoles that utilize graphic maps, etc. to show alarm locations
Interconnectivity capabilities with other equipment/systems such as patient bed siderails, bed exit alarms, infant abduction systems, vital signs/bedside monitors, IV pumps, etc.
Place, Hours, and Period of Performance:
The contractor and any sub-contractors will coordinate days and hours of work with the Contracting Officer's Representative and department supervisor where the work is to be performed so as to provide the minimal impact possible upon patient care.
Work 'after hours', weekends and federally recognized holidays is permissible as long as it is arranged and scheduled in advance, and is in keeping with applicable labor laws, rules and regulations.
Code & Standards Compliance:
All work shall conform to current applicable standards and codes, including but not limited to:
NFPA 101 – Life Safety Code NFPA 99 – Standard for Health Care Facilities The Facilities Guidelines Institute "Guidelines for Design and Construction of Hospitals and Outpatient Facilities" (2014 edition) Privacy Act of 1974 Federal Information Security Management Act (FISMA) HITECH – Health Information Technology for Economic and Clinical Health Act HIPAA – Health Information Portability and Accountability Act ADA – American’s with Disabilities Act
