About this file
This document is a Questions and Answers document attached to the Request for Proposal (RFP) 240000001273 for the Family Preservation - Building Community Partners program in St. Clair and Sanilac Counties, Michigan. The RFP is seeking a provider for the Building Community Partners (BCP) program, an in-home approach to parent mentoring and building relationships within the community to support families involved with the child welfare system. The program requires Parent Partners to work with parents, MDHHS staff, and the community to enhance families' capacities to provide for their children's needs. The RFP specifies the services to be provided, including a minimum of 2 hours of face-to-face visits per week with clients, support groups, and community partner engagement. The RFP states that clients may participate in the program for 6-9 months, with possible extensions up to 1 year. MDHHS provides some of the recommended training for the Parent Partners.
Regarding pricing, the RFP states that the expenses for community partner engagement and other non-billable activities must be built into the billable unit rate. The RFP also provides details on clinical supervision requirements for Parent Partner staff. Bidders had the opportunity to submit questions, which are included in the document along with MDHHS' responses.

-Black Family Development: Birth Parent Support Group is facilitated using tools which derive from the evidence-based model "Restorative Practices". The monthly goal is to Educate, Empower, and Equip parents for life post the parent partner program.
