About this file

This document is a Legal Notice from the City of Medford, Massachusetts, requesting sealed proposals for a Solar & Battery Storage Resiliency Project at the Andrews Middle School. The City seeks qualified and experienced solar and energy storage system developers to finance, design, install, interconnect, own, operate, maintain, repair, and ultimately remove on-site roof-mounted and canopy solar photovoltaic (PV) systems and battery energy storage systems. The City has received or anticipates receiving grant funds to install resiliency controls, electrical upgrades, and to integrate the solar plus storage system and resiliency upgrades with Automatic Demand Response. The City intends to award a Lease and Power Purchase Agreement for the solar plus storage system and, if the bid alternate is awarded, for the resiliency upgrades and Automatic Demand Response. A mandatory pre-bid conference will be held on May 18, 2021, and a facility tour will be held on May 20, 2021. Proposals must be submitted online by June 15, 2021, and hard copies must be received by June 17, 2021. The City reserves the right to cancel the RFP and/or to reject any and all proposals.

The City will decide, in its sole discretion, whether to award the bid alternate for the installation of the resiliency upgrades and Automatic Demand Response integration. If the bid alternate is awarded, the City would use the grant funds to pay the full cost of such work, and the developer would be responsible for operating and maintaining all systems. The successful developer or its general contractor must be certified by the Division of Capital Asset Management and Maintenance (DCAMM).

LEGAL NOTICE

CITY OF MEDFORD

REQUEST FOR PROPOSALS – G.L. c. 25A, § 11C

SOLAR & BATTERY STORAGE RESILIENCY PROJECT

AT ANDREWS MIDDLE SCHOOL

RFP 21-0034, SPRING 2021

The City of Medford (“The City” or “The Owner”) issues this Request for Proposals (RFP) pursuant to G.L. c. 25A § 11C, and 225 CMR 10.00. The City seeks competitive sealed proposals from qualified and experienced solar and energy storage system developers (“offerors” or “developers” or “contractors”) to finance, design, install, interconnect, own, operate, maintain, repair and, ultimately, remove on-site roof-mounted and canopy solar photovoltaic (PV) systems and battery energy storage system (collectively referred to henceforth as the “solar plus storage system” or “Systems”) at the City’s Andrews Middle School (AMS), as described in this RFP. It is intended that the Systems will be sized to the maximum extent feasible, subject to the provisions of this RFP, the City’s activities at the project site, applicable legal requirements and the characteristics, limitations and load bearing capacity of the project site.

The City has received or anticipates receiving grant funds which may be used for the installation of resiliency controls and related electrical upgrades (referred to henceforth as “resiliency upgrades”) and to integrate the solar plus storage system and resiliency upgrades with Automatic Demand Response (referred to henceforth as “ADR integration”) at AMS. The solar plus storage system, the resiliency upgrades, and the ADR integration are referred to collectively as “the Project.” Therefore, the City has included a “Bid Alternate” for the installation of the resiliency upgrades and ADR integration. The City will decide, in its sole discretion, whether to award the Bid Alternate after proposals have been received and evaluated. If the Bid Alternate is awarded, the City would use the grant funds to pay the full cost of such work so that the cost of the Bid Alternate will have no impact on a bidder’s other proposed pricing for electricity and lease rent, as set forth in the RFP. In such event, the City would be the owner of the resiliency upgrades and ADR integration, and the developer will be the owner of the solar plus storage system, provided that developer would be responsible to operate and maintain all such systems.

The successful developer, or if the developer will construct the Project through and under contract with a general contractor, its general contractor must be certified by the Division of Capital Asset Management and Maintenance (“DCAMM”). Each developer must include a DCAMM Certificate of Eligibility and DCAMM Update Statement with its proposal.

The City of Medford intends to award a Lease and a Power Purchase Agreement (LEASE/PPA) for the solar plus storage system and, if the bid alternate is awarded, for the resiliency upgrades and ADR to a responsive offeror who has satisfied all minimum criteria in Section VII of this RFP and whose proposal is deemed the most advantageous, taking into consideration comprehensiveness of services, energy cost savings, costs to be paid by the City, and revenues to be paid to the City; provided, however, that the City reserves the right to award a contract to an offeror who did not submit the lowest/highest overall cost (as applicable) to the extent permitted by, and subject to the provisions of, G.L. c. 25A, § 11C(b). If the City awards the contract to an offeror who did not submit the lowest/highest overall cost (as applicable), the City shall explain the reason for the award in writing.

A mandatory Pre-bid Conference will be held on Tuesday, May 18, 2021 at 1 PM via Zoom. A facility tour will be held on Thursday, May 20, 2021 at 3:00 PM.

This project is being Electronically Bid (E-Bid). All proposals shall be submitted online to www.BidNetDirect.com prior to Tuesday June 15, 2021 at 1:00 PM. You can register to become a proposer online at www.BidNetDirect.com. For assistance, contact BidNetDirect.com. at 800- 835-4603.

Proposal Documents will be available online at https://www.bidnetdirect.com/massachusetts/cityofmedford on Thursday, May 6, 2021 at 10:00

The City of Medford reserves the right to cancel the RFP and/or to reject, in whole or in part, any and all proposals in writing if/when it determines that cancellation or rejection serves the best interests of the City.
