About this file
This is a Solicitation Amendment issued by the State of Maine Department of Education, Office of School and Student Supports, for RFP 202606104 regarding a Public School Electronic Health Record system. The amendment modifies two key aspects of the original solicitation: the Proposal Submission Deadline has been extended to July 22, 2026, at 4:00 p.m. local time, and the demonstrations process has been revised. Demonstrations will occur following the evaluation of Sections I, II, and III, with the evaluation team contacting selected bidders via the RFP Coordinator to request webinar demonstrations at the bidder's own expense. Demonstrations are limited to ninety minutes and will include a presentation of the solution's functions outlined in Part II of the RFP, with time allocated for the evaluation team to ask questions. Demonstrations are anticipated to occur during the week of August 3, 2026, between 8:00 a.m. and 4:00 p.m. EST. The underlying contract opportunity involves implementing a secure, cloud-based electronic health record system for Maine's public and charter schools, with an initial performance period running from September 15, 2026, through September 14, 2028, and two optional renewal periods extending through September 14, 2031.
The amendment itself does not contain pricing information, set-asides, or funding details; however, the original solicitation indicates that pricing is based on participation by 153 Local Educational Agencies (LEAs) with approximately 169,024 students and an average of six users per LEA. The Department of Education covers solution costs, though LEAs may negotiate additional services and modules at their own expense. Evaluation will be conducted using a 100-point scale consisting of Organization Qualifications and Experience (25 points), Proposed Services (50 points), and Cost Proposal (25 points), with the lowest cost proposal receiving maximum cost points. The Department anticipates one contract award, and the system must comply with FERPA, HIPAA, IDEA, and ADA requirements, be hosted within the Continental United States, and maintain a 99.5 percent uptime with SOC 2 Type II audit compliance for moderate-level personally identifiable information impact data.
