About this file
This is a Performance Standards document for the City of Cooper City, Florida, establishing minimum acceptable quality levels (AQLs) for citywide grounds maintenance and landscaping services across three groups: Facilities (Group A), Neighborhood Parks East (Group B), and Neighborhood Parks West (Group C). The document defines performance requirements organized by service category, with the City evaluating contractor performance through planned inspections within the first 15 days of each month, unannounced inspections, resident input, and review of Quality Control Plan (QCP) reports. The performance standards are effective for a contract with an effective date and contract number to be determined, and they supplement the technical specifications in Section 2 of the related RFP, with stricter requirements governing in cases of conflict.
The Performance Standards establish specific requirements across general performance, mowing services, and turf quality. General performance requirements mandate all contract sites be maintained in consistently attractive, clean, orderly, and safe condition with 100 percent compliance on schedule adherence, ensuring no site is skipped for two consecutive scheduled visits without written authorization. Mowing standards specify 30 annual cuts with seasonal frequency adjustments: 3 services per month (9-11 calendar days between cuts) from May 1 through October 31, and 2 services per month (13-15 calendar days between cuts) from November 1 through April 30. Turf quality standards require summer cutting height of 3.5 inches with 0.25-inch variance, winter cutting height of 4.0 inches with 0.25-inch variance, 95 percent uniform cut appearance without ridges or lines, and zero tolerance for scalping, rutting, bruising, or missed areas. The document accounts for South Florida's climatic conditions, including hurricane season and extreme weather events, with provisions allowing rescheduling not to exceed 2 missed cuts without City written authorization.

PERFORMANCE STANDARDS
Citywide Grounds Maintenance & Landscaping Services — RFP #TBD City of Cooper City, Florida — Broward County Adopted pursuant to Sec. 6.7 (QASP) and Sec. 6.12 (Payment Reductions)
City of Cooper City 9090 SW 50 Place
Cooper City, FL 33328 954-434-4300 x268
EFFECTIVE DATE CONTRACT NUMBER CONTRACTOR
APPROVED BY (CITY PM) REVISION NUMBER REVISION DATE
These Performance Standards establish the minimum acceptable quality levels (AQLs) the City of Cooper City ("City") expects the Successful Proposer ("Contractor") to achieve throughout the term of the resultant Contract. Standards are organized by service category and apply to all Groups (A – Facilities, B – Neighborhood Parks East, C – Neighborhood Parks West) unless otherwise noted.
The City will evaluate Contractor performance through planned inspections (within the first 15 days of each month), unannounced inspections, resident input, and review of Contractor-submitted QCP reports. Payment reductions will be applied in accordance with Sec. 6.12 of the Contract. The Contractor is responsible for self-monitoring performance against these standards under its Quality Control Plan (QCP).
These standards supplement and do not supersede the technical specifications in Sec. 2 of the RFP. In the event of conflict, the more stringent requirement governs. South Florida climatic conditions, including hurricane season (June 1 – November 30), extreme heat, and heavy rainfall events, are accounted for within these standards.
