SECTION 3 - INTRODUCTION

3.0 INTENT

The State of Florida Department of Education (hereinafter referred to as the "Department") is soliciting written Proposals from qualified Proposers to establish a term contract of which the term is anticipated to begin upon execution of the contract and be effective for 12 months thereafter. Award may be made to the responsible and responsive vendor(s) that the Commissioner of Education determines will provide what is most advantageous to the state, taking into consideration price and other criteria set forth in this document. The cost of this contract is not to exceed $600,000.

The resulting contract may be renewed for up to three (3) one-year terms, see Form PUR 1000 for renewal requirements. Renewal will be subject to the availability of funds.

3.1 PURPOSE

The purpose of this Request for Proposal (RFP) is to design, stylize and maintain the Resiliency Florida materials and website for learning resources created by the Department and brand maintenance as part of the Resiliency Florida initiative. The selected Contractor will be responsible for the comprehensive maintenance of brand and stylization of Resiliency Florida materials that will support educators in building resiliency in schools and communities across Florida. These materials will equip educators with the tools and strategies needed to promote resiliency in students. In addition to brand maintenance and stylizing materials, the vendor will be tasked with managing the project timeline, coordinating strategic communications and ensuring brand consistency across materials. The Contractor will create social media, toolkits, and newsletters to drive awareness and engagement with the Resiliency Florida initiative as well as maintain a current website and volunteer training course. The Contractor will compile and produce a teacher endorsement course with material provided by the Department and match current Resiliency Florida branding. The Department seeks a Contractor that can deliver a high-quality, impactful learning experience, contribute to ongoing improvements, and foster a collaborative environment with Department staff.

3.2 BACKGROUND

The Resiliency Florida initiative was created to support the development of resilience in Florida’s students, educators, and communities. The Department is committed to providing resources, training, and materials to ensure that parents, educators, and community members are equipped with the tools they need to help students build resilience. As part of this initiative, the Department is in the process of developing additional Resiliency Florida materials for certified educators. The content for these materials is being created by Department staff, and the selected vendor will be responsible for stylizing this content into comprehensive, accessible, and user-friendly online resources.

3.3 DEFINITIONS

After the award, said Proposer will be referred to as the "Contractor". For the purpose of this document, the term "Proposer" means a potential Contractor acting on its own behalf and on behalf of those individuals, partnerships, firms, or corporations comprising the Proposer’s team. The term "Proposal" means the complete response of the Proposer to the RFP, including properly completed forms and supporting documentation. The term “contract” refers to the agreement between the Department and the Contractor resulting from this RFP. A “responsive bid” is a Proposal submitted by a responsive and responsible vendor which conforms in all material respects to the solicitation. However, for purposes of determining what is material, please refer to Section 1 of this RFP. Use of the terms “shall,” “will,” “should” and “must,” or the designation of items as “requirements,” does not mandate that such items are material. The Department reserves the right to waive deviations, in its discretion. “Deliverable” means a tangible, specific, quantifiable, and measurable event or item that must be produced to complete a project or part of a project directly related to the scope of services.
