Residential Re-Entry Contracting

Washington, D.C. 20534

November 03, 2015

After careful review of questions received for solicitation RFP200-1293-ES the following responses have been provided:

1. Will the BOP please confirm that it is permissible for an Offeror to submit two (2) separate proposals, with each proposal offering a different Residential Reentry Center

(RRC) site location? Will the BOP please also confirm that it is permissible for an

Offeror to use the same bidding entity for each proposal?

Answer: Yes, a offeror may submit two(2) separate proposals with different

Residential Reentry locations under the same entity

2. The online Solicitation Notice and Standard Form 33, Section B lists four (4) Line

Items. Line Item One (1) and Line Item Three (3) are for 100 beds (87 male/13 female) and Line Item Two (2) and Four (4) are for 50 HC placements (both male and female).

These Line Items do not match Solicitation Attachment 03—Pricing Schedule. The

Pricing Schedule includes a Line Item for each year of the contract (Base Year and

Option Years 1-4); and each of these Line Items is broken into a. In House RRC

Beds and b. Home Confinement Placement.

Will the BOP please consider re-issuing the Pricing Schedule so it matches the

Line Items specified by the online Solicitation Notice and Standard Form 33, Section B?

Answer: No, the BOP will not re-issue the Pricing Schedule. Section B should be used to complete the Pricing Schedule.

3. We acknowledge that on September 17, 2015, the BOP modified the online

Solicitation Notice so that the solicitation title and synopsis reflected a desired RRC facility within the Borough of Brooklyn or the Borough of Queens, NY. Will the BOP please consider re-issuing all applicable solicitation documents so these documents also reflect the modified language? This includes:

Solicitation Attachment 01—Cover Letter

Solicitation Attachment 02—Bid Cover Sheet

Answer: Please follow FBO.gov for updates/ modifications

4. The online Solicitation Notice and Standard Form 33, Section A lists the

Response Date as November 13,2015 at 2:00 p.m. EST.Solicitation Attachment

02-Bid Cover Sheet lists the Closing Date as November 9,2015.

Will the BOP please confirm that November 13,2015 is the correct deadline for proposal submissions? Since the solicitation was posted on www.fbo.gov on

September 14, 2015; November 13, 2015 appears to be the correct Response

Date as it is 60 days from the solicitation release date.

Answer: Please follow FBO.gov for updates/ modifications

5. Our company previously operated an RRC for the BOP in Brooklyn, NY and currently operates an RRC for the BOP in Bronx, NY. Our company also owns property in Queens, NY and has extensive experience renovating and constructing facilities across the country for the past 30 years. Accordingly, we are very familiar with the necessary construction and renovation processes within

Queens and Brooklyn. In our experience, the process for obtaining permit approvals, certificates of occupancy, and other renovation-related approvals in

Queens and Brooklyn is extremely time consuming and more so than any other location where we have operated.

Will the BOP please consider providing the Successful Offerer with 240 days from the date of contract award in order to complete facility renovations and open the facility? We believe that this will encourage competition within the procurement process. If the Successful Offerer has only the standard 120 days from the date of contract award to complete renovations and open their proposed facility, it could be difficult for Offerers to develop a compliant proposal for this solicitation and result in limited, or no, competition.

Answer: Due to the date of performance and procurement process, we are unable to extend the 120 days from award date to have the facility ready for performance.

If you have any questions, please feel free to contact me at (202) 307-3070.

Sincerely, Kurtina Edwards
