RFP #160904 – TOC Floor Operations & SSP Services Summary

This is a Request for Proposals (RFP) issued by the Virginia Department of Transportation (VDOT) for two separate service lots: Traffic Operations Center (TOC) Floor Operations and Safety Service Patrol (SSP) Services. The RFP seeks qualified contractors to provide mission-critical operational services supporting VDOT's Statewide Traffic Operations Program across the Commonwealth's nine districts organized into five regional TOC structures. Service Lot 1 (TOC Floor Operations) requires continuous 24/7/365 operations providing traffic monitoring, incident management, arterial management, system monitoring, weather operations management, and related support functions across five regional centers. Service Lot 2 (SSP Services) encompasses incident response, motorist assistance, and emergency support across nine districts with variable service hours. An optional virtual pre-proposal conference is scheduled for August 24, 2026, at 10:00 AM EST, with optional site visits beginning August 25, 2026. The solicitation closing date is September 15, 2026, at 10:00 AM EST. Questions must be submitted by September 2, 2026, at 2:00 PM EST. Service Lot 1 carries a four-year initial contract term with two optional two-year renewal periods, while Service Lot 2 carries a five-year initial term with two optional three-year renewal periods.

Pricing shall be submitted using fully burdened, loaded hourly rates for staffing roles and fixed monthly management costs segmented by four Cost-of-Living Adjustment (COLA) regions: Northern Virginia, Hampton Roads, Richmond, and Other jurisdictions. Annual training costs are charged as lump-sum fixed amounts per TOC region. Price escalation requests are permitted annually with Bureau of Labor Statistics documentation, capped at 5 percent per year, and subject to VDOT approval or denial based on contractor performance. Performance is evaluated through mandatory Key Performance Indicators including staffing compliance (95 percent minimum) and accurate incident reporting (96 percent minimum), with monthly invoice penalties for non-compliance. Contractors must demonstrate capacity to maintain statewide consistency while accommodating regional operational needs, submit a Small Business Subcontracting Plan (SBSP), and comply with SWaM program requirements if not DSBSD-certified as a small business. Annual performance bonuses up to $1,000,000 are discretionary awards based on tiered scoring of AWP performance, contingent on meeting mandatory KPI thresholds and maintaining no unresolved Corrective Action Plans. VDOT retains core staff oversight and program direction while contractors assume day-to-day operations, staffing, training, fleet management (for SSP), and compliance with statewide Standard Operating Procedures and policies.
