Name of Proposed Contractor: SUMO Builders Street Address: 2685 N Nimitz Hwy City, State, Zip: Honolulu, HI 96819-2263 Phone: 808.833-3564
3. Description of Services: The estimated value of the proposed action is $ 58,131,16. Describe the services or supplies, including make & model number, to be acquired below.
4. Authority Cited: (Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition. It may be one of the following, but other exceptions may be used.)
10 U.S.C. 2304(g)(3); FAR 13.106-1 (b)(1): The circumstances of the contract action deem only one source reasonably available.
Description of Related Service already completed by SUMO:
Sumo renovated the back area to facilitate voice/data line requirements that included, converting a room occupied by a walk-in chiller into a Communications Room. Sumo installed equipment racks, power circuits, receptacles, cable trays, outside and inside plant conduit, ground conductor cable and 14 voice/data data drops.
Description of Service that we are requesting:
Bldg 586 SCH. Install (2) 48 position patch panels on the voice rack and (1) 48 position patch panel on the data rack in the new telecom room. Provide cable management panels below each patch panel on the racks.
Relocate all voice and data drops in the front area (11 outlet locations with 2 voice and 2 data jacks each) to the new telecom room. Run new Cat 6 drops to the telecom room using new infrastructure (conduit and/or cable tray) and the existing infrastructure. All voice cabling and connectors shall be blue and all data cabling and connectors shall be green
5. Reason for Authority Cited: (State why this is the only source that can provide the required supplies or services.)
(a) Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly specialized services.
(b) Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
(c) Services/Supplies are needed immediately to satisfy mission requirements.
(d) Additional Information: Time will be saved by having the contractor already on site and already having the technical knowledge of the additional work that is required.
(i) What harm will come to the Government if desired supplies/services are not provided on time?
(ii) What harm will come to the Government if desired contractor doesn't receive the award?
6. Actions to Increase Competition: (State what actions will be taken to increase competition before subsequent acquisition of the supplies or services is required.)
7. Market Research: (Describe the extent of the market research conducted to identify all qualified sources and the results thereof. "Market Research" is defined as those attempts you made to ascertain whether other qualified sources exist. Research of the market place may consist of written, telephonic, or world wide web inquiries.)
The back half will not have communication ability. Space will be unusable for normal operations involving computer and telephone communications.
Sumo Builder already has worked initial renovation piece, has a good idea of what is required and is currently on site so this should be more economical and efficient as opposed recompeting and possibly awarding to another contractor. Conflicts could arise if another contractor enters the project. Warranty issues will be more discernable and confusing.
N/A
No further market research was conducted. Original task order was competed among three JOC contractors of which SUMO Builders was the lowest, technically acceptable contractor.
8. Procurement History:
Previous Contract or Purchase Order Number: W912CN-8-D-0004, T/O: 2008 or N/A Previously competed? N/A No Yes Previous authority for less than Full & Open Competition:
