RFP-12-241-SOL-00005, Tele-radiology services at the Eagle Butte IHS Hospital, Eagle Butte, SD.
I would like to confirm that the radiologists must be licensed in the state of S. DAKOTA.
Question:
Or do they have to maintain current credentials in the state where they are evaluating the reads?
No, radiologists must only have a current unrestricted license.
Answer:
We understand that 100% of these studies will require a final report.
Our experience is that only stat studies require a preliminary report.
What % of these studies will be considered stats?
All ER reports are considered STAT & require a preliminary report (CT’s within 60min., regular xrays within 45min.) ER STAT REPORTS average 63% of Total exams.
How many sites will be serviced or are the images coming from multiple facilities?
Only coming from Eagle Butte Service Unit, but we do the exams for several Field Health Clinics.
Can the past performance of a teaming-sub contractor be used?
No, we are looking for the past performance of the contractor that is submitting a proposal.
Does the Service Units RIS/HIS allow for HL7 directly back into the RIS system or the PACS?
No, there is currently not a direct HL7 connection from a contractor to the RIS or PACS.
On page 1 of the solicitation under the Statement of Work, you identify that the completed reports shall be electronically dictated and signed and delivered directly into the Service Units Radiology Information System (RIS). Would you be able to tell us what RIS system the hospital is using?
The RIS used by the Cheyenne River Health Center is the Resource and Patient Management System (RPMS) and the PACS is Centricity IW from GE Healthcare.
If the contractor has the capability to provide an HL7 interface, can that be utilized?
No, a direct HL7 connection between the contractor and the RPMS cannot be established.

Question:
If the contractor has the capability to provide an HL7 interface, can that be utilized?
Does the Service Units RIS/HIS allow for HL7 directly back into the RIS system or the PACS?
As identified on page 1 of the pricing sheet, would the Cheyenne River Service Unit require any preliminary studies or will all the studies sent be a final read? Our price is the same for prelim and final reads.
All ER reports are considered STAT & require a preliminary (CALL) report (CT’s within 60min., regular xrays within 45min.) All reports put in RPMS/EHR must be final reports.
As identified on page 1 of the pricing sheet, the Cheyenne River Service Unit requires four (4) Peer Reviews a year. Would the Peer Review consist of studies read by the contractor Radiologists for the contractor Radiologists or for other Radiologists assigned to the Cheyenne River Service Unit?
Peer Reviews will be from the Reading Radiology group on each other.
As identified on page 1 of the pricing sheet, the Cheyenne River Service Unit requires two (2) onsite visits a year. Would you be able to explain what the requirement would consist of for the visits (e.g. how many days, what the scope of work would be, what type of contract provider would be required to visit the site)?
The contractor would have to meet with staff for about six hours to provide for better communication with our staff and the contractor.
On page 3 of the Statement of Work, there are six (6) items at the bottom of the page that indicate that the contractor shall provide (Complete ORCA, Signed Licensure Requirement, copy of current license, etc.) Are these items required to be included with the proposal? If they are, will they be considered as part of the 10 required pages?
The ten (10) page requirement is found on the document titled, Technical Evaluation Criteria and this requirement is only specific to the Technical proposal, where the four criteria stated must be answered.
On the page titled ‘Contractors Performance Conditions and Responsibilities’ you indicate that the contractor is responsible for signing-in and signing-out of immediate work area, utilizing in-house system of accountability. The reimbursement to the contractor is based on a per study basis, is there a reason why the contractor would be required to sign-in and sign-out on a daily basis? Please advise.
The requirement for signing in and signing out is only required for onsite visits to the healthcare facility.
Can the proposal be e-mailed or do they have to be mailed to the Contracting Office?
As, stated in the Federal Business Opportunities (FBO) announcement for RFP-12-241-SOL-00005, bids can be submitted electronically, Due by Friday, May 25, 2012 2:00pm Eastern, see below.
