This document contains responses to questions regarding Revision N of Request for Proposal 10-99-0021 issued by NASA for launch services. The RFP seeks proposals for Indefinite Delivery Indefinite Quantity task order contracts for small, medium, and intermediate class launch vehicles capable of Category 2-3 risk mitigation. Launch vehicles must be able to deliver a 250kg payload to a 200km orbit at 28.5 degree inclination at a minimum. The ordering period for the contract extends through June 2025. United Launch Services, Orbital Sciences Corporation, and SpaceX currently hold IDIQ contracts awarded through this RFP. Each August and at other times announced, NASA will accept new proposals from existing and new providers. Proposers must be domestic launch service providers and AS9100 certified by award date. NASA intends to release the 2019 on-ramp RFP revision by August 1st with proposals due October 1st and has provided a projected mission model through 2025 for planning purposes only.

The purpose of this revision is to update RFP10-99-0021 to provide clarification regarding contractor clarifications and comments, and to extend the proposal due date from October 14 2019 to October 16, 2019.

Para 10.3

Since the paper and electronic copy of the proposal will likely not arrive at the same time, which one is considered the official delivery? Or do both have to arrive before the delivery is considered complete?

The hard copy marked “Original” per paragraph 10.3 (A) is the official copy that will be used to determine timeliness of proposal receipt. It is NASA's desire the hard copy and electronic copy arrive prior to the date and time specified in the

RFP.

When would you like to receive the electronic file? At the time we take the hard copies to FedEx or do we need to try and time the two deliveries to be close together?

Would NASA consider establishing a CLIN under the contract specifically for certification activities? Is there contractual vehicle, other than NLS-II, that launch service providers can obtain launch vehicle certification under?

In accordance with RFP Section C (Terms and Conditions), Clause 3.2 (Certification Criteria), Paragraph D, “NASA shall not bear any cost associated with the development of any LSC documentation required for the certification of a common launch vehicle configuration.” Based on the preceding, all costs associated with obtaining launch vehicle certification are the responsibility of the Offeror/Contractor and there is no CLIN or contract vehicle for obtaining launch vehicle certification as required under Section C Clause 3.0 (Launch Vehicle

Certification).

Can NASA provide a projected manifest of missions (including launch year) that would possibly be solicited and awarded as LSTOs through the 2025 ordering period? We recognize that any provided missions and their timeframes are not guaranteed and subject to change over time, but this information would aid offerors in understanding the potential future scope of work under NLS II to inform their technical, management, and pricing approaches.

For the purposes of assessing launch service needs for the NLS II Contract, NASA is considering the following mission model for its future launch service requirements. The mission model listed below is for planning purposes only, and is subject to change.

1 Small Class typically encompasses the following performance range:

Up to 425 kg to C3 = 0 (Earth Escape)

Up to 325 kg to C3 = 12 (Mars)

2 Medium Class typically encompasses the following performance range:

Up to 5185 kg to 28.5 deg inclination (600km)

Up to 3305 kg to 90 deg inclination (600km)

Up to 1870 kg to C3 = -2 (Lunar)

Up to 2010 kg to C3 = 0 (Earth Escape)

Up to 1240 kg to C3 = 12 (Mars)

3 Intermediate Class typically encompasses the following performance range:

Up to 23180 kg to 28.5 deg inclination (600km)

Up to 21405 kg to 90 deg inclination (600km)
