Question:
#4 Optional Services is intended to be a period separate from the assessment that is to be conducted in 120 days. It is not clear that this period of time is to be addressed in the submission either in the narrative or in the contract price. Specifically I am asking for clarification of the following, "The vendor will be required to prepare an implementation plan for the government review and acceptance." It does not seem possible to prepare an implementation plan before the assessment is completed nor to price out an implementation plan. Could you provide some guidance as to what is required in the proposal regarding this implementation period.
Answer:
As outlined in §C.6 Deliverables, the Government has identified that an optional 2-month implementation phase may be added in addition to the 120 day assessment phase. The Government has identified that the Contractor is to accomplish the following during the implementation phase: 1) develop a comprehensive implementation plan that should include specific steps and actions that will be carried out by the contractor, based on those recommendations from the assessment phase that are accepted by the Government; 2) present that plan to the COTR and PSA officials for approval; 3) meet with the PSA officials regularly during this two month implementation period to discuss and assist with specific strategies for implementation; 4) ensure that the performance and program outcome data necessary to assess program success is accessible and comprehensive; and 5) produce two status reports detailing the activities and progress made at the end of each month, and a final implementation report discussing important activities, challenges, and successes.
The implementation plan is to be developed after the assessment phase upon request of the Government and is not to be included in this response. In its response to this solicitation, the Contractor shall include a narrative that asserts the ability and willingness to complete the implementation phase if so required by the Government. The Contractor may propose additional implementation steps, based on previous experience or best practices. The Contractor shall propose pricing for the implementation phase based on the Phase II Implementation tasks described herein and any additional implementation tasks the Contractor may propose.
