The RFP solicitation document (RFP027-21) outlines the city's need for a highly qualified and experienced contractor capable of fulfilling all functional requirements with scalability for future enhancements. The project requires contractors to demonstrate significant experience in sewer pipe lining, specifically having lined over 3,000,000 feet of pipe, with a minimum of 250,000 feet of 24-inch or larger diameter pipe. The successful contractor must demonstrate not only technical proficiency in trenchless sewer rehabilitation methods but also the organizational capability to manage complex municipal infrastructure projects. This solicitation emphasizes the importance of contractor experience, qualifications, and commitment to self-performance of all work, indicating that the city prioritizes quality control and direct accountability over subcontracting arrangements.
