RFP026-37 Network Upgrade & Servicing Summary
This is an Addendum #3 Revision to a Request for Proposal (RFP) issued by the City of Meriden, Connecticut, seeking qualified vendors to supply, install, and configure network infrastructure equipment utilizing Cisco Meraki solutions. The project encompasses 13 Cisco Meraki MR-series access points (9 indoor, 4 outdoor), a Cisco Catalyst C9300M switch with dual power supply units and 10G uplink capability, a Tripp Lite 42U SmartRack enclosure, two APC Smart-UPS 3000VA units, structured CAT6 cabling with a 48-port patch panel, and supporting infrastructure to deliver symmetrical 1 Gbps+ connectivity. The scope includes comprehensive site surveys, design recommendations, physical installation with consideration for historical building preservation, configuration of redundant fiber pairs (LC to LC), and integration with the Meriden Meraki cloud platform supporting three SSIDs: Meriden Guest, Meriden Local, and Eduroam. The system is designed to support approximately 3,000 users across the building and adjacent plaza. A mandatory pre-proposal meeting is scheduled for January 6, 2026, at 10:00 a.m. at City Hall, with a question submission deadline of January 14, 2026, at 4:00 p.m., and a proposal response deadline of January 21, 2026, at 11:00 a.m. All submissions must be made electronically through the City eProcurement Portal.
Proposals are evaluated on four criteria weighted equally or as specified: technical capability and experience with Cisco Meraki solutions (30 points), cost-effectiveness of the proposed solution (30 points), vendor's understanding of project requirements (20 points), and quality and comprehensiveness of support services (20 points). No specific budget range is disclosed, though the project's complexity suggests significant investment. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes, which should not be included in proposal pricing. Payment is expected no less than thirty days following service completion. No incumbent vendors are identified, and the RFP does not explicitly reference set-asides for disadvantaged enterprises, though the City encourages minority, small, and women business enterprises to respond. Vendors must maintain appropriate state licenses and certifications, provide certificates of insurance covering general liability, automobile liability, and workers compensation, comply with municipal, state, and federal affirmative action and equal employment opportunity practices, obtain necessary City permits prior to work commencement, and adhere to the City of Meriden Code of Ethics. The City reserves the right to reject any or all proposals and to negotiate contract terms.
