The RFP was announced on COMMBUYS, the Commonwealth's procurement website, under RFP #2022-400. The selected proposer, FMC, Inc., will be awarded licenses from DCR to operate these two ice skating rinks. The RFP required proposers to submit the most advantageous proposal for the offered locations, considering the requirements and comparative criteria set forth in the RFP. The decision of the Commissioner of DCR is final as the authorized issuer of any license for the use of Commonwealth land under DCR's care, control, and custody.

The RFP did not provide details on pricing terms, set-asides, incumbents, funding requirements or sources, or any other salient financial information. The document focused on the announcement of the winning proposer and the overall procurement process, rather than the specific requirements or terms of the contract.
