REQUEST FOR PROPOSALS – WILLSBORO BAY PARK SHORELINE ACCESS & LAND USE MANAGEMENT PLAN
This Request for Proposals (RFP) is issued by the Town of Willsboro, Essex County, New York, soliciting professional planning and conservation consulting services for the development of a comprehensive Shoreline Access and Land Use Management Plan for Willsboro Bay Park, a newly acquired 68-acre Lake Champlain waterfront property. The project seeks a practical, site-specific plan that protects water quality and native habitat while identifying appropriate opportunities for sustainable public access, recreation, education, and long-term municipal stewardship. The plan will balance grassland and migratory bird habitat protection with potential public-use features including walking trails, birding stations, shoreline access, and interpretive or educational amenities. The RFP was issued on October 27, 2026, with a deadline for written questions on November 12, 2026, and a proposal submission deadline of November 18, 2026, at 2:00 p.m. Eastern Time. Proposals must be submitted to Susan Thompson, Town Clerk, via email at townclerk@townofwillsborony.gov or through the Town's online submission portal. The Town anticipates selecting a consultant based on overall quality, qualifications, relevant experience, proposed approach, stakeholder engagement strategy, schedule, and fee, with Town Board selection and authorization anticipated for December 9, 2026, and contract execution targeted for December 21, 2026.
The project comprises six primary tasks: project initiation and work planning, site assessment and resource mapping, conservation and land management recommendations, shoreline access and public use planning, stakeholder engagement with preliminary findings presentation, and draft plan preparation with revisions leading to a final adoptable plan. Deliverables include a project work plan, existing conditions inventory with maps, preliminary findings and concept maps, draft and final management plans in accessible PDF and editable formats, and an implementation matrix with recommended actions, priorities, timeframes, and planning-level cost estimates. The project is funded wholly or in part by the United States Environmental Protection Agency under assistance agreement BIL 4N0A001022-4 to NEIWPCC in partnership with the Lake Champlain Basin Program. No set-asides for Minority- or Women-Owned Business Enterprises (MWBEs), Service-Disabled Veteran-Owned Businesses (SDVOBs), or Disadvantaged Business Enterprises (DBEs) are identified; however, the Town encourages participation by these certified entities. Proposers must include a separate cost proposal as a distinct document, with evaluation criteria weighted as follows: qualifications and relevant experience (25 points), understanding and technical approach (30 points), work plan and deliverables (15 points), project schedule and capacity (10 points), and fee and value (20 points). All costs associated with proposal preparation, interviews, and presentations are the responsibility of the proposer unless otherwise agreed to in writing by the Town.

1. Notice and Procurement Overview The Town of Willsboro, Essex County, New York (the “Town”), invites proposals from qualified planning, landscape architecture, natural resource, conservation, and related professional consulting firms to prepare a Shoreline Access and Land Use Management Plan for the Town’s newly acquired Lilly Farm property, to be known as Willsboro Bay Park (the “Property”).
The Town seeks a practical, site-specific plan that protects water quality and native habitat while identifying appropriate opportunities for sustainable public access, recreation, education, and long-term municipal stewardship. The plan will be reviewed by the Town and project stakeholders and, following revisions, presented to the Willsboro Town Board for consideration and formal adoption.
The Town intends to select a consultant based on the overall quality, qualifications, relevant experience, proposed approach, public/stakeholder engagement strategy, schedule, and fee. The Town may negotiate scope and fee with the selected proposer, subject to applicable law, grant requirements, Town procurement policies, and Town Board authorization.
The Town encourages participation by New York State-certified Minority- and Women-Owned Business Enterprises (MWBEs), Service-Disabled Veteran-Owned Businesses (SDVOBs), disadvantaged business enterprises, and other qualified firms.
All costs associated with preparing a proposal, interviews, or presentations shall be borne by the proposer unless otherwise agreed to in writing by the Town.
2. Property Background and Project Context The Town has purchased Lilly Farm, an approximately 68-acre Lake Champlain waterfront property. The Property is a scenic wildlife sanctuary for grassland birds and is currently managed as a hay field with seasonal cuttings. Municipal acquisition presents an opportunity to protect a significant portion of the Lake Champlain shoreline from subdivision and private development and preserve the Property as municipal parkland in perpetuity.
The Town is seeking a plan that balances protection of water quality, grassland and migratory bird habitat, and other natural resources with appropriate public access and low-impact recreational opportunities. Potential public-use features may include walking trails, birding stations, shoreline/waterfront access, interpretive or educational features, and other amenities that are determined through site assessment and planning.
3. Project Objectives and Required Outcomes
• Prepare a practical, implementable Shoreline Access & Land Use Management Plan for Willsboro Bay Park that can be adopted by the Town Board.
• Protect Lake Champlain water quality, shoreline resources, native species, grassland habitat, and other sensitive ecological areas.
• Identify where public access and recreational activities are appropriate, where they should be limited, and where habitat protection requires no public intrusion.
• Establish short- and long-term stewardship, conservation, maintenance, and monitoring priorities.
• Provide a mapped framework for future uses, access points, trails, birding areas, habitat management areas, buffers, and potential restoration areas.
• Recommend best management practices for hay production and any other appropriate agricultural or land-management activities.
• Identify phased, realistic actions and planning-level cost estimates, where appropriate, to help the Town implement recommendations as funding becomes available.
4. Scope of Services and Deliverables The Town anticipates the following tasks. Proposers shall describe their approach, assumptions, level of effort, and deliverables for each task. Proposers may recommend refinements that improve the plan’s quality or cost-effectiveness, but shall identify any proposed exclusions or deviations.
Task 1 — Project Initiation, Coordination, and Work Plan
• Conduct a kickoff meeting with Town staff and the project team to confirm objectives, roles, available information, decision points, and communication procedures.
• Prepare a project work plan and schedule identifying tasks, milestones, meetings, public/stakeholder engagement, draft deliverables, and Town review periods.
• Review available property, title/deed, survey, aerial, natural-resource, wetland, shoreline, floodplain, land-use, water-quality, recreation, and prior planning information provided by the Town or available from public sources.
• Identify additional data, field work, or technical expertise needed to prepare a reliable plan, and clearly distinguish included work from optional or additional services.
Task 2 — Site Assessment, Inventory, and Resource Mapping
• Conduct site visits sufficient to understand site conditions, access, topography, existing uses, shoreline conditions, vegetation, habitat, drainage, and potential public-use opportunities and constraints.
• Compile and map relevant existing conditions, including property boundaries based on available mapping, hayfields/grassland, shoreline, access points, sensitive habitat, wetlands or other constraints where information is available, and potential use areas.
• Identify native bird species and other wildlife/habitat areas warranting special protection, using available data and consultation with appropriate technical experts. Clearly identify the limits of any field surveys included in the fee.
• Assess potential impacts and conflicts between public use, seasonal hay management, bird breeding seasons, wildlife habitat, shoreline protection, and water quality.
• Identify additional surveys or specialist studies that may be beneficial but are outside the base scope, with a separate estimated fee or allowance where practicable.
Task 3 — Conservation and Land Management Recommendations
• Develop short- and long-term stewardship strategies for grassland and migratory bird habitat, shoreline protection, native vegetation, invasive species considerations, and general site maintenance.
• Recommend best management practices for hay production and any other appropriate agricultural activities, including timing of cutting, pesticide and nutrient practices, buffers, and measures to protect water quality and native species habitat.
• Identify habitat restoration priorities where appropriate, including areas that may be suitable for restoration if additional funding becomes available.
Task 4 — Shoreline Access and Public Use Plan
• Develop a conceptual, mapped layout identifying appropriate public access and potential low-impact features such as walking trails, shoreline/waterfront access, interpretive features, and environmental education opportunities.
• Identify sensitive areas where recreational activities should be restricted, seasonally managed, routed away, or excluded to protect habitat and water quality.
• Consider accessible and safe visitor circulation, parking/access needs, wayfinding, visitor management, erosion prevention, and maintenance implications at a planning level.
• Evaluate potential uses against known shoreline, wetland, floodplain, permitting, and other site constraints based on information available. Identify approvals or additional technical studies likely to be needed before implementation; do not assume that any specific permit or construction approval is secured.
• Recommend a phased approach that distinguishes near-term actions from longer-term improvements dependent on additional design, permitting, or funding.
Task 5 — Stakeholder Engagement and Preliminary Findings
• Meet with the Town project team at key milestones and consult appropriate technical experts, land managers, and regional stakeholders.
• Propose a proportionate public/stakeholder input process appropriate to the project, including the format and number of meetings or engagement activities included in the base fee.
• Present preliminary findings and conceptual mapped alternatives or options to the Town/project team for review.
• Document substantive comments received and explain how comments were addressed or why a recommendation was retained.
Task 6 — Draft Plan, Revisions, and Final Adoptable Plan
• Prepare a draft Shoreline Access & Land Use Management Plan with a clear narrative, mapped recommendations, management actions, implementation priorities, and stewardship framework.
• Include a parcel map identifying proposed uses and activities and delineating preservation areas, habitat-protection areas, hay-management areas, public-use areas, and potential access features as supported by the site assessment.
• Ensure recommendations are consistent with the grant/workplan requirements provided by the Town, and any applicable deed restrictions or requirements made available to the consultant.
• Present the draft plan to the Town and project team, incorporate one consolidated round of Town/project-team comments and any additional revisions expressly included in the proposal, and prepare a final plan suitable for Town Board review and adoption.
• Present the final plan to the Town Board if requested by the Town. The Town Board retains sole authority to determine whether to adopt the plan.

VENDOR RESPONSIBILITY QUESTIONNAIRE
FOR-PROFIT BUSINESS ENTITY
You have selected the For-Profit Non-Construction questionnaire which may be printed and completed in this format or, for your convenience, may be completed online using the New York State VendRep System.
COMPLETION & CERTIFICATION
The person(s) completing the questionnaire must be knowledgeable about the vendor’s business and operations. An owner or owner’s official representative authorized to legally bind the Reporting Entity must certify the truth of the questionnaire answers.
NEW YORK STATE VENDOR IDENTIFICATION NUMBER (VENDOR ID)
The Vendor ID is a ten-digit identifier issued by New York State when the vendor is registered on the Statewide Vendor File. This number must now be included on the questionnaire. If the business entity has not obtained a Vendor ID, contact the IT Service Desk at ITServiceDesk@osc.state.ny.us or call 866-370-4672.
DEFINITIONS
All underlined terms are defined in the “New York State Vendor Responsibility Definitions List,” found at https://www.osc.state.ny.us/files/vendors/2017-11/vendor-questionnaire-definitions.pdf. These terms may not have their ordinary, common or traditional meanings. Each vendor must read the respective definitions for any and all underlined terms. By submitting this questionnaire, the vendor agrees to be bound by the terms as defined in the "New York State Vendor Responsibility Definitions List" existing at the time of certification.
RESPONSES
Every question must be answered fully. Each response must provide all relevant information to appropriately explain the answer. If you have concerns as to the legal requirements behind your answers, please seek clarification from your counsel. However, information regarding a determination or finding made in error which was subsequently corrected or overturned, and/or was withdrawn by the issuing government entity is not required to be identified. Individuals and Sole Proprietors may use a Social Security Number but are encouraged to obtain and use a federal Employer Identification Number (EIN).
REPORTING ENTITY
Each vendor must indicate if the questionnaire is filed on behalf of the entire Legal Business Entity or an Organizational Unit within or operating under the authority of the Legal Business Entity and having the same EIN. Generally, the Organizational Unit option may be appropriate for a vendor that meets the definition of “Reporting Entity” but due to the size and complexity of the Legal Business Entity, is best able to provide the required information for the Organizational Unit, while providing more limited information for other parts of the Legal Business Entity and Associated Entities.
ASSOCIATED ENTITY
An Associated Entity is one that owns or controls the Reporting Entity, or any entity owned or controlled by the Reporting Entity.
However, the term Associated Entity does not include “sibling organizations” (i.e., entities owned or controlled by a parent company that owns or controls the Reporting Entity), unless such sibling entity has a direct relationship with or impact on the Reporting Entity. Please refer to the Definitions List for the complete definition.
STRUCTURE OF THE QUESTIONNAIRE
The questionnaire is organized into eleven sections. Section I is to be completed for the Legal Business Entity. Section II requires the vendor to specify the Reporting Entity for the questionnaire. Section III refers to the individuals of the Reporting Entity, while Sections IV-VIII require information about the Reporting Entity. Section IX pertains to any Associated Entities, with one question about their Officials/Owners. Section X relates to disclosure under the Freedom of Information Law (FOIL). Section XI requires an authorized contact for the questionnaire information.
