General Specifications and Information:
The Buena Vista River Park is our Town’s most popular destination as a recreational outlet for a myriad of different users. The BV River Park has a network of trails that allow hikers, bikers, and walkers to explore and navigate this region. In 2019, the Town redesigned and upgraded a portion of the Walton Loop Trail (section 1 - 0.3 miles) into an ADA accessible trail. The 1,600-foot out-and-back path has provided mobility challenged individuals the joy of getting outside alongside the Arkansas River, and we want to continue to develop our River Park with more ADA compliant trails in order to have a recreational complex inclusive to all. Town plans to upgrade an additional 2,850 linear feet of existing Walton Trail (section 2 - 0.6 miles) to general ADA trail compliance to make it accessible to all persons of all abilities.
The Town of Buena Vista is seeking local or regional trail contractors to complete the maintenance and upgrades to this 0.6-mile existing section of the Walton Loop Trail in the spring of 2024. Work related to this maintenance project will include leveling and shaping the existing trail, installing, conditioning and compacting crusher fines aggregate, and vegetation and rock removal. This is a single-phase, top-priority project that will complete phase two of this Town approved trail restoration project.
Improvements will encourage users to stay on the designated trail system by bringing the width up to industry standards and enhancing the tread of the trail, armoring both sides of the trail with native materials, rerouting (within the trail corridor) certain problematic zones, and naturalizing the numerous social trails to decrease interest in using these routes.
Scope of services:
During the term of this Agreement, the Contractor shall perform the following duties, as directed by the Town.
• Improvements and upgrades to roughly 2,850 linear feet of the existing Walton Loop.
• Contractor shall complete the entire scope of services, including all phases of construction, site analysis, on-site surveying, construction, and sourcing of all required materials, of the described project in a good and workman-like manner.
• Contractor is responsible for the purchase and delivery of all the necessary materials and hardware related to this project.
• Contractor will work with the Town and the Southwest Conservation Corp to schedule the “in kind” service day(s).
• The contractor shall be capable of completing this project by May 14th, 2024, in a good and workmanlike manner per regional and national trail-building standards.

The Town of Buena Vista is looking for a team capable of leading all phases of this project.
General trail work approach to include:
Grading and Slope:
o Ensure a maximum slope of 5% for the entire path, with 2% cross slope.
o Grade the path smoothly, avoiding abrupt elevation changes.
o Remove any rocks or other trip hazards from the trail.
Width and Clear Width:
o Follow ADA base guidelines for path width (minimum 36 inches) and clear width (minimum 72 inches at passing points).
o Allow for passing spaces, especially in areas with turns or changes in direction.
o Passing points should be every 1000 linear feet.
Surface Material:
o Use crusher fines or compacted crushed stone as the surface material.
o Ensure a firm, stable, and slip-resistant surface.
Edges and Borders:
o Provide defined edges to the path using materials that are detectable by canes.
Transitions:
o Create smooth transitions between different surfaces, from the path to an intersection or a gathering area.
o Eliminate abrupt level changes that may pose a tripping hazard.
Cross Slope:
o Maintain a cross slope of 2% or less to facilitate easy wheelchair navigation.
Landings and Rest Areas:
o Include level landings at the top and bottom of slopes.
o Integrate rest areas along the path for users to take a break if needed.
Maintenance Considerations:
o Town of BV will plan for regular maintenance to ensure the path remains in good condition.
Town plans to have access to the services of the Southwest Conservation Corps adult crews. Contractors can plan on 100 hours of “in kind support” to aid in the completion of this project. Some areas that the SWCC can assist with for this project will be corridor clearing, small rock removal, rock border construction, moving of aggregate via wheelbarrow, spreading and leveling of crusher, assisting with raking and compaction of the trail surface materials, and other relevant duties as assigned.
Reservation of Rights, Disclaimers, Disclosures, and Instructions:
All responses, inquiries, and correspondence relating to the RFP, and all reports, charts, displays, schedules, exhibits, and other documentation produced by any vendor and submitted as part of a proposal shall be deemed the property of the Town upon opening of the proposal, will not be confidential and will be subject to disclosure under the Colorado Open Records Act.
The successful bidder will be required to enter into the Town's standard PSA (professional services agreement.)
