About this file

This is a Request for Proposal (RFP) issued by Ulster County, New York, seeking qualified architectural, engineering, and facility-planning firms to conduct a comprehensive alternatives study for the County's morgue and Medical Examiner facility operations. The assignment requires the selected consultant to evaluate and compare multiple facility solutions, including renovation or reconfiguration of the existing morgue space at a former hospital facility in Kingston under a long-term lease arrangement with Westchester Medical Center, and construction of a new facility on County-controlled property, potentially at the site of the Ulster County Health Department. The consultant must analyze these alternatives on a consistent basis covering operational, technical, regulatory, schedule, risk, and financial dimensions; recommend a preferred alternative; and identify actions necessary to advance that alternative through negotiation, design, permitting, funding, construction, and occupancy phases.

The RFP indicates that no business enterprises were awarded identical or substantially similar procurement contracts within the past five years. Ulster County reserves the right to retain the selected consultant for subsequent design, procurement, and implementation-phase services associated with the preferred alternative, subject to authorization, funding, scope negotiation, acceptable fee arrangements, and compliance with all applicable procurement requirements. The current facility presents condition, capacity, and storage limitations, while Westchester Medical Center has demonstrated willingness to participate in renovation or reconfiguration efforts with cost recovery through long-term lease or similar agreement structures.

REQUEST FOR PROPOSAL

1.0 PURPOSE

The County of Ulster invites qualified architectural, engineering, and facility-planning firms to submit proposals to evaluate and recommend the facility solution that best supports the County's long-term morgue and Medical Examiner operations.

The County currently has an agreement with Westchester Medical Center for forensic pathology services which includes morgue storage and autopsy facilities at a former hospital facility in Kingston, New York.

The existing space has condition, capacity, and storage limitations; however, Westchester Medical Center has indicated a willingness to renovate or reconfigure the existing morgue space, or adjacent space, to

County specifications and recover the cost through a long-term lease or another similar agreement. The

County is also considering construction of a new facility on County-controlled property, including the site on which the Ulster County Health Department is located. A new facility may or may not be developed as a morgue-focused facility without relocating the Medical Examiner administrative offices.

The purpose of this assignment is to compare these alternatives on a consistent operational, technical, regulatory, schedule, risk, and financial basis; recommend a preferred alternative; and identify the actions necessary to advance that alternative into negotiation, design, permitting, funding, construction, and occupancy.

The County may, at its sole discretion and subject to authorization, funding, negotiation of an acceptable scope and fee, and all applicable procurement requirements, retain the selected Consultant to provide subsequent design, procurement, and implementation-phase services associated with the preferred alternative.

2.0 SCOPE OF WORK

Project Vision

The County seeks a secure, efficient, dignified, maintainable, and resilient facility solution that supports medicolegal death investigation services now and for at least the next twenty years. The selected Consultant will establish current and projected needs, develop a scenario-based functional program, evaluate a renovated existing space lease and County-owned new-construction alternatives, and provide a defensible recommendation and implementation strategy.

The study shall distinguish the core morgue and technical program from Medical Examiner office and administrative functions. Each alternative shall be evaluated using the space and functions appropriate to that scenario so that a morgue-only new facility can be fairly compared with a combined facility or renovated location.

Key Tasks

1. Project Initiation and Management

The Consultant shall conduct a kickoff meeting with the County to confirm project goals, decision points, PHONE: 845-340-3400 / FAX: 845-340-3434 / WEB: www.ulstercountyny.gov/Departments/General-Services

available information, stakeholders, schedule, deliverables, and review procedures. The Consultant shall prepare a work plan and manage the multidisciplinary team, project communications, assumptions, information requests, schedule, and quality control throughout the study.

2. Existing Conditions and Operational Assessment

The Consultant shall assess existing morgue and Medical Examiner operations, including staffing, caseload, workflows, decedent transportation and intake, examinations, storage, evidence and records handling, decedent release, security, staff support, and interactions with families and the public. The assessment shall identify condition deficiencies, deferred maintenance, inadequate storage, capacity constraints, and other operational or facility needs.

The Consultant shall specifically evaluate the existing hospital-based leased space, including its physical condition, configuration, building systems, capacity, access, security, maintenance responsibilities, and ability to remain operational during the transition to a new space. In coordination with the County and

Westchester Medical Center, the Consultant shall document the opportunities, constraints, and information necessary to evaluate a County-specified hospital build-out under potential 10- and 20-year lease scenarios.

The Consultant shall identify all relevant considerations necessary to compare this option with the development of a custom-built facility on County-owned land.

3. Needs Assessment and Demand Forecasting

The Consultant shall review available historical workload and caseload information and forecast demand over five-, ten-, and twenty-year planning horizons. The analysis shall translate projected workload into capacity requirements for decedent intake, examinations, refrigerated and specialized storage, evidence, records, staffing, vehicles, equipment, and support functions. The Consultant shall also recommend an appropriate level of surge and continuity capacity for pandemics, mass-fatality incidents, natural disasters, transportation accidents, and other major emergencies either by using on-site facilities, temporary storage, or other off-site arrangements.

4. Functional and Space Program

The Consultant shall develop a functional and space program identifying room, area, adjacency, circulation, utility, equipment, loading, parking, security, redundancy, and performance requirements. The core program shall address secure decedent receiving and release; vehicle access and a sally port; intake and processing;

standard, bariatric, and overflow refrigerated storage; autopsy and external-examination capacity; infection-control precautions; specimen processing; photography; instrument cleaning and sterilization; evidence intake and storage; staff and family functions; and related building support.

Investigative, forensic, records, meeting, staff-support, and Medical Examiner administrative-office requirements shall be defined separately. The current planning assumption for the Medical Examiner office component is approximately 600 net square feet, consisting of a Chief Medical Examiner office with conference capability, three Deputy Medical Examiner offices, and confidential records and file storage. The

Consultant shall validate this assumption and develop, at a minimum, a core morgue program and a combined morgue and Medical Examiner office program.

The functional and space program shall include a preliminary room data sheet or equivalent performance criteria for each major space. At a minimum, the program shall identify anticipated space, equipment, casework, utility, electrical, plumbing, HVAC, ventilation, refrigeration, drainage, infection-control, security, technology, communications, and emergency-power requirements. The Consultant shall also identify major fixed and movable equipment and distinguish equipment expected to be furnished by the

County, the facility owner, or the construction contractor.

5. Facility Alternatives and Candidate Locations

The Consultant shall define the two best alternatives to be carried forward for detailed analysis. At a minimum, these shall include renovation and continued occupancy in the existing building under a long-term lease and construction of a new facility on the Ulster County Health Department site. The Consultant may recommend evaluation of another County-controlled site or credible redevelopment opportunity if it provides a meaningful and distinct option. The County shall approve the alternatives before detailed analysis proceeds.

6. Feasibility, Suitability, and Regulatory Evaluation

The Consultant shall evaluate each approved alternative for operational suitability, secure and separate circulation, access, parking, fleet operations, utilities, expansion, resilience, continuity of operations, development schedule, and material risks. New-construction sites shall also be evaluated for parcel capacity, configuration, topography, geotechnical considerations based on available information, stormwater, floodplains, wetlands, protected resources, hazardous materials, surrounding land uses, buffers, and community compatibility. The existing space alternative shall be evaluated for structural and building-system capacity, constructability within an operating facility, infection-control and life-safety constraints, temporary operations, maintainability, and practical limits on renovation or expansion.

The Consultant shall identify applicable zoning, environmental review, building and fire codes, accessibility, worker health and safety, infection prevention, biomedical and hazardous waste, evidence and controlled-substance requirements, environmental permits, and any other relevant approvals. The likely approval path, sequencing, and additional due diligence needed before design shall be identified for each alternative.

7. Stakeholder Coordination

The Consultant shall conduct focused interviews and working sessions with relevant individuals, including

County leadership, Medical Examiner personnel, facilities and public works staff, funeral service providers, and Westchester Medical Center representatives. Engagement shall validate operational needs, clarify renovation and lease assumptions, identify implementation risks, and review preliminary findings.

8. Comparative Alternatives and Financial Analysis

The Consultant shall prepare conceptual capital and operating cost estimates and compare the long-term costs of each alternative. The analysis shall consider potential lease terms for the existing space and the anticipated financing period for new construction. The Consultant shall recommend an appropriate method and timeframe for making a fair comparison.

RFP-UC26-053 - 7 -

The analysis shall include the major costs associated with each alternative, such as renovation or construction, lease or financing costs, utilities, maintenance, equipment, and future capital needs. The

Consultant shall clearly explain the assumptions used.

9. Preferred Alternative and Implementation Strategy

The Consultant shall recommend the alternative that provides the strongest combination of long-term service, feasibility, cost, risk, and control. The presented preferred alternative shall explain the basis for selection, identify conditions necessary for the alternative to remain advantageous, and provide a secondary course of action if a critical assumption cannot be secured or verified.

The implementation strategy shall identify immediate actions, due diligence, decision milestones, preliminary schedule, continuity and transition planning, potential funding sources, and the steps required to advance the preferred alternative. For a renovation and lease, the strategy shall also identify the technical exhibits, cost transparency, performance standards, maintenance and capital-replacement terms, lease protections, and negotiation decisions needed before the County commits.

10. Optional Subsequent Services

The County may request that the selected Consultant provide additional services to advance the preferred alternative. Depending on the alternative selected, these services may include schematic design, design development, construction documents, technical specifications, equipment planning, cost estimating, permitting, preparation of construction or renovation bid documents, assistance with lease exhibits and technical requirements, procurement support, and construction-phase services.

The County may also request owner’s representative services, including coordination with Westchester

Medical Center or other facility owners, review of design and construction submissions, schedule and cost monitoring, quality assurance, change-order review, commissioning coordination, equipment installation oversight, and assistance with transition and occupancy.

Optional subsequent services are not included in the base scope unless specifically authorized by the

County. Any such services shall be subject to an agreed-upon scope, schedule, and fee; availability of funding; required County approvals; and applicable procurement requirements.

Required Deliverables

The Consultant shall provide interim task memoranda or report chapters sufficient to document the work completed under each task. Required deliverables shall include the existing conditions and operational assessment; needs and demand forecast; functional and space program; preliminary room and building-system performance requirements; major equipment schedule and preliminary equipment specifications;

alternatives and site evaluation; concept-level cost and financial analysis; and preferred alternative and implementation strategy.

These materials shall be integrated into a Draft Final Facility Alternatives Study and, following County review, a Final Facility Alternatives Study containing an executive summary, supporting technical and financial analysis, a clear recommendation, and an implementation roadmap. The Consultant shall also
