About this file

This Request for Proposals (RFP) is issued by the Town of North Attleborough, Massachusetts for the disposition and redevelopment of a 16.6-acre surplus property containing the former Allen Avenue Elementary School located at 290 Allen Avenue, North Attleborough, MA 02760. The property includes a 14,813 square-foot school building constructed in 1950, a 1,968 square-foot portable classroom, an 80 square-foot storage shed, and approximately 6,600 square feet of asphalt pavement. The Town is seeking qualified development teams to propose redevelopment concepts for this property, with strong preference given to proposals for senior housing (55+ Adult Retirement Community). Alternative uses permitted under the Multi-Use Overlay District (MXO) zoning bylaws and Chapter 40B comprehensive permits will also be considered. An optional pre-bid walkthrough is scheduled for October 8, 2026 at 10:00 a.m., with registration required at least 72 hours in advance by contacting Town Planner Gil Hilario. Questions must be submitted by October 14, 2026. Proposals are due by 11:00 a.m. on Tuesday, November 3, 2026, submitted electronically through the OpenGov Procurement platform. Award is anticipated within 60 days of proposal opening, with an optional 30-day extension available by mutual agreement.

Proposals will be evaluated based on vision and development objectives, public benefit, concept plan quality, development team qualifications, and readiness and feasibility, with scoring on a scale of 0 to 2 for each criterion. The Town will select the most advantageous proposal from a responsive and responsible proposer. The selected developer must execute a Purchase and Sale Agreement and Land Development Agreement within 120 days of notice of award, with a 10 percent deposit of the purchase price required at that time. The property is offered on an "as-is" basis with no warranties regarding development capacity or building adequacy for reuse. All affordable housing units must qualify for inclusion on the subsidized housing inventory maintained by the Executive Office of Housing and Livable Communities, and perpetual affordability restrictions will be required through a recorded Affordable Housing Restriction Agreement. The developer bears all responsibility for hazardous material assessment and remediation, environmental compliance, permitting, financing, construction, and project operations. The Town reserves the right to reject any or all proposals and terminate negotiations if parties cannot reach agreement on the Purchase and Sale Agreement and Land Development Agreement within the specified timeframe.

9. VISION AND DEVELOPMENT OBJECTIVES

The purpose of this Request for Proposals (RFP) is to select a qualified development team with the demonstrated experience and capacity to successfully redevelop the property in a manner that achieves the Town's goals and objectives as outlined below.

Upon selection of the successful proposal, the Town, acting through the Town Manager and professional staff, will enter into negotiations with the selected developer regarding the sale of the property and to facilitate a successful redevelopment project.

Either a complete redevelopment involving demolition of the existing building or the adaptive reuse of the existing building will be considered. The Town of North Attleborough is seeking proposals for an Adult Retirement Community at this site to help address the community’s need for additional senior housing and expand its housing types. An Adult Retirement Community (55+) is permitted under the new § 290-9.2 MXO (Multi-Use Overlay Districts) or § 290-33 (Adult Retirement Community zoning ordinance).

A Chapter 40B permit for the development of senior housing will also be considered, particularly for proposals seeking greater density and a more modern development than allowed under the Adult Retirement Community special permit.

Further, commercial or other residential uses are permitted under § 290-9.2, MXO (Multi-Use Overlay District), and will also be considered.
