About this file

This is Addendum No. 1 to a Request for Proposals issued by the Maryland Stadium Authority for Testing and Inspection Services at Baltimore Polytechnic Institute and Western High School. The addendum, dated July 28, 2026, provides supplementary documentation to the original RFP issued July 16, 2026, and incorporates a web pre-proposal PowerPoint presentation, a pre-proposal attendee list, and responses to questions submitted by potential offerors. The RFP seeks a qualified prime contractor to provide comprehensive testing and inspection services across multiple disciplines including earthwork and soils, asphalt, erosion and sediment control, concrete, masonry, steel, roofing, fireproofing, waterproofing, windows and skylights, and painting. A pre-proposal web conference was held July 23, 2026 at 11:00 a.m., with offeror questions due by August 6, 2026 at 1:00 p.m. via the Euna portal. Technical and financial proposals are due in September 2026, with an anticipated Notice to Proceed following selection. All submissions must be made through the Euna procurement platform, and addenda acknowledgment is required in the technical proposal.

Prospective offerors must demonstrate a minimum of five years of experience as a prime contractor providing testing and inspection services, hold Maryland licensure, and comply with the 2021 International Building Code and applicable Baltimore City Code requirements. The RFP includes a minimum 10 percent Minority Business Enterprise (MBE) subcontractor participation goal with no subgoals, requiring MDOT-certified MBE firms and submission of a completed D-1A form. Evaluation criteria weights technical proposals more heavily than financial proposals, with selection based on work plan adequacy, offeror experience and qualifications, and past performance. Firms meeting all requirements will be ranked, with selected firms short-listed to participate in the financial proposal phase before final award recommendation based on the most advantageous technical and financial offer. Offerors must maintain good standing with the Maryland Department of Assessments and Taxation and meet specified insurance coverage requirements as outlined in the sample contract.

MINORITY BUSINESS

ENTERPRISES

This RFP has a minimum MBE subcontractor participation goal of:

10% overall; no subgoals

❖ MBE form D-1A must be submitted with the Technical Proposal. Failure to submit an accurately completed D-1A with your technical proposal may lead MSA to deem the proposal not reasonably susceptible for award.

❖ All subconsultants named by the Offeror as part of their MBE Schedule must be certified with the Maryland Department of Transportation (“MDOT”).

❖ The most current information on certified MBE firms is available at the MDOT website https://marylandmdbe.gob2g.com/. On the right side, select the button labeled “Search Directory of Certified Firms”.

❖ The Governor’s Office of Small, Minority & Women Business Affairs has issued a Q&A document regarding how to count participation by MBE primes.

Information is available on GOSBA’s website (https://gomdsmallbiz.maryland.gov/Pages/default.aspx).

MINORITY BUSINESS

ENTERPRISES CONT.

❖ MBE’s only will be accepted to count towards the MBE goal (not CSB, DBE, etc.)

❖ MDOT issued MBE Certification Number.

❖ Check only one box for the firm’s classifications, even if an MBE is dually certified (i.e. African-American, Woman Owned, etc.)

❖ MBE forms need to include both the NAICS code and a description of the work to be performed by the MBE on the project. Do not list NAICS codes that are not relevant for this project.

❖ Math needs to add up.

❖ Review section 1.21 of the RFP for other MBE requirements.

❖ Note: The fully executed subcontractor agreements must be submitted within 10 Business Days after receipt of the notice of Award Recommendation.
