Introduction and Invitation
The Bridgewater-Raynham Regional School District, in conjunction with the Town of Raynham, invites sealed proposals from qualified vendors for the removal and replacement of four (4) sets of telescoping indoor bleachers in the Raynham Middle School gymnasium. This project will modernize the gym seating with new, electrically-operated retractable bleachers that meet all current safety and accessibility standards. All procurement processes will follow Massachusetts General Laws governing public school construction and purchasing. Bids are subject to M.G.L. c.149 §§44A–J (for public building construction) and to minimum wage rates as required by M.G.L. c.149 §§26–27H (Massachusetts Prevailing Wage Law) .
Advertising & Availability: In accordance with Massachusetts procurement requirements, this RFP is advertised publicly on the state COMMBUYS system and in a local newspaper of general circulation. The RFP document may be obtained from the Bridgewater-Raynham Public Schools website. Addenda, if any, will be posted to the same sources; proposers are responsible for obtaining and acknowledging all addenda.
Pre-Bid Walkthrough: A pre-bid site visit and walkthrough will be held at the Raynham Middle School gym on April 20th, 2026 at 10:00AM. Attendance is mandatory so that bidders can review existing conditions, verify measurements, and clarify the scope. At this walkthrough, the existing bleachers and site conditions will be observed, and questions about materials, installation, and other details can be addressed. Any material samples or specifications proposed by bidders can be discussed during this visit for preliminary approval considerations. All substantive questions arising from the walkthrough must be submitted in writing by the deadline specified May 1, 2026 by 10:00AM, and an addendum will be issued if needed to answer bidder questions.
Bid Submission: Sealed bids/proposals must be submitted by May 8, 2026 at 10:00AM to the Bridgewater Raynham Central Office at 166 Mt. Prospect St. Bridgewater, in a sealed envelope labeled “RFP – Raynham Middle School Bleachers Replacement.”
Bids will be publicly opened and read aloud immediately following the deadline. Late submissions will not be accepted. Electronic or faxed bids are not permitted. Each bid must include all required forms and documentation. The award will be made to the lowest responsible and eligible bidder in accordance with M.G.L. c.149 procurement rules – i.e. the vendor that meets all qualifications and submits the lowest price. The District reserves the right to reject any or all bids if deemed in the public’s best interest, and to waive minor informalities.
Project Background
Raynham Middle School’s gymnasium is equipped with aging telescopic bleachers that are due for replacement. The existing bleachers have been in service for many years.
The gym floor was recently replaced, and new bleachers are needed to protect the flooring and ensure reliable operation. The Town of Raynham has appropriated funding for this project (via a Fall 2025 Town Meeting article) to upgrade the bleacher seating at the school. The goal is to install modern, motorized bleachers of equal or greater seating capacity to the current units, with improved ADA accessibility and durable construction. This project is scheduled to be completed during the summer of 2026 (during school recess) so that the new bleachers are ready for use in the upcoming school year. Timing and coordination are crucial to minimize disruption to school activities.
Scope of Work and Specifications
1. Removal of Existing Bleachers: The contractor shall remove and properly dispose of the four (4) existing telescoping bleacher units in the Raynham Middle School gym. This includes detaching all components, hardware, and anchorages from the building structure. The removal process must be coordinated to avoid damage to the new gym floor and surrounding walls/equipment. The contractor is responsible for legally disposing of or recycling the old bleacher materials off-site. The work area shall be protected (e.g. use of floor coverings) during removal and kept clean. Any damage caused by removal or installation activities must be repaired by the contractor at no additional cost. The old bleachers are presumed to contain steel/aluminum understructure and wood or plastic seating; bidders should inspect during the walkthrough to plan removal.
2. New Telescoping Bleacher System: Provide and install four (4) new indoor telescoping bleacher sections to replace the ones removed. The new bleachers must fit within the same footprint and space as the existing units and provide at least the same seating capacity (number of seats) as the current bleachers. Key requirements for the new bleacher system include:
● Configuration & Dimensions: The layout of the bleacher banks should match the current configuration (e.g. number of seating rows, length of each bank, overall height when extended). Bidders are responsible for field-verifying the gymnasium dimensions and existing bleacher sizes during the pre-bid visit to ensure the new systems will properly fit. The extended bleachers should not impede any doors, egress paths, or gym equipment. When retracted, the bleacher stacks should compactly store against the wall without obstructing floor space more than the existing units. If exact dimensions they should be taken during the pre-bid mandatory walkthrough.
● Seating Capacity: The total seating capacity of the new bleachers must be equivalent to or greater than the existing seating capacity. (For example, if each current bleacher bank seats ~100 spectators, the new system should equal or exceed that number.) The intent is not to reduce spectator capacity. Each bleacher section’s length and number of rows should be designed accordingly.
Bidders should confirm the current capacity on-site. The Owner will approve shop drawings to ensure seating count is satisfactory before fabrication.
● Motorized Electric Operation: The bleachers shall be power-operated (electrically motorized) for opening and closing. Each bleacher unit must include a reliable electric drive system that allows a single operator to extend or retract the seating with minimal effort. The motorized system should quickly and quietly unfold and fold the bleachers in a matter of minutes. Controls should be user-friendly – for example, a wired pendant control or a wireless remote wand for operation from a safe location. The electric drive should have built-in safety features (automatic stop if an obstruction is detected, emergency stop, etc.). Manual operation capability is desirable as a backup in case of power failure. Electrical requirements (voltage, amperage) for the bleacher motors must be clearly stated;
the contractor is responsible for coordinating any needed electrical supply or outlets with a licensed electrician (including any wiring to connect the bleacher motors to power). All electrical components and wiring must comply with the Massachusetts Electrical Code. Note: If existing power supply is insufficient, the contractor must include the cost of electrical upgrades in the bid.
● Materials and Construction: The bleacher system shall be constructed of high-strength, durable materials suitable for heavy institutional use. Structural frame: Welded steel or aluminum understructure, designed to support loads per code. Steel components should be heavy-gauge (e.g. minimum 11-gauge steel tubing for structural members) and protected against corrosion (galvanized or powder-coated finish). Decking and seats: Bleacher deck boards and seat components may be aluminum, high-density polyethylene (HDPE), or other durable material. All materials must be flame-retardant or compliant with applicable fire safety codes for interior use. The entire system must be designed to withstand frequent opening/closing cycles and the loads of spectators as per code. Suppliers should provide product data detailing the materials and construction. The new bleachers should be “built to last,” with robust framing and bracing (e.g. angled steel bracing for stability on higher rows) to ensure long-term structural integrity.
● Color and Finish: The bleacher seating and visible components will have a factory-applied finish. Color selection will be determined by the Owner after contract award – the intent is to coordinate with the school’s colors for school spirit. The vendor shall provide color charts or samples of available finishes for the Owner to choose from. For example, seat modules may come in a variety of colors (often 10+ standard colors are available). The understructure and steel parts may be black or neutral unless otherwise specified. The final color scheme (and any optional graphic logos or lettering on bleachers, if offered) will be approved by the school administration during submittals. All paint/finishes must be durable and non-toxic.
● Safety Features: The bleachers must include all required safety features and accessories as per modern standards. This includes, at minimum: Guardrails at the rear and sides of seating rows to protect against falls when bleachers are in use. Guardrails should meet the height and infill requirements of code (e.g.
height ~42″ above seat or footboard, infill such that a 4″ sphere cannot pass through, or as required by ICC 300). Removable or hinged end railings or aisle railings should be provided as needed. The system should also offer optional handrails for aisles or front steps if applicable. All edges and corners must be smooth (no sharp protrusions). Non-skid surfacing: Walking surfaces (aisles, deck boards) should have a non-slip surface or texture to prevent slipping. Safety locks: The design should include automatic locking in the open position to prevent accidental closure, and secure latching in the closed position to prevent unintentional rollout. A safety alarm or warning mechanism during motion is recommended (e.g. an audible alert when bleachers are opening/closing, to warn people nearby). During the submittal phase, the contractor shall detail all safety features of the product.
● Accessibility (ADA Compliance): The new bleachers must be fully compliant with the Americans with Disabilities Act (ADA) and the Massachusetts Architectural Access Board requirements (521 CMR). Accessible seating accommodations are a critical part of this project. Wheelchair seating spaces must be incorporated into the bleacher design, in line with ADA guidelines for assembly areas. At minimum, at least 1% of the total seats must be provided as wheelchair-accessible spaces, each accompanied by a companion seat. (For example, if the bleachers have ~400 seats total, at least 4 wheelchair spaces are required, distributed appropriately.) Each wheelchair space should be an open, level area where a wheelchair can be positioned, with no slope or instability, and with clear floor space per ADA standards. A companion seat (a regular fixed seat immediately adjacent) must be provided next to each wheelchair space. The wheelchair seating areas should be an integral part of the seating plan, not isolated in one corner; persons using wheelchairs should have lines of sight and viewing angles comparable to other spectators. The design should ideally disperse accessible seating across different sections if applicable (especially if the seating capacity is large, ADA requires dispersed locations for >300 seats, though in a single-gym bleacher layout this may mean each bleacher bank has at least one wheelchair section). Entry/exit for wheelchair seating should coincide with an accessible route (e.g. the gym floor level). If portions of bleachers are elevated, ramps or lifts would be needed – however, in most telescoping bleachers, wheelchair spaces are provided at the floor level at the front of the bleacher. The contractor’s design must clearly indicate how ADA compliance is achieved (showing the number of wheelchair positions and companion seats, their locations, and dimensions). All wheelchair spaces and companion seats must be identified with signage as per 521 CMR. In summary, the bleacher system shall provide inclusive seating in compliance with federal and state accessibility laws, ensuring that wheelchair users and companions can sit comfortably among other spectators.
● Building Code Compliance: The bleachers and installation must comply with all applicable building codes and standards. Notably, folding and telescopic bleacher systems must meet the ICC 300 Standard (ICC 300-2017 or latest) as referenced by the Massachusetts State Building Code. (Per the International Building Code, “Bleachers, grandstands and folding and telescopic seating… shall comply with ICC 300.”) This standard covers structural design loads, guardrails, dimensional requirements, etc., for bleachers. The bleacher design must also comply with relevant provisions of the Massachusetts Building Code (780 CMR), including means of egress (aisle widths, exit access if required), structural integrity, and fire safety. Live load: The bleachers should be designed for the required live load for bleacher seating (typically on the order of 100 psf for seats and footboards, or as specified by code/ICC 300). Seismic anchorage: If required by code, the bleacher system must be anchored or braced to resist seismic forces. Flammability: Any plastic or fabric materials should meet ASTM flame spread standards. The contractor will be responsible for preparing shop drawings and engineering calculations, stamped by a Massachusetts-registered Professional Engineer, to demonstrate code compliance. These drawings must be submitted to the Owner and the local Building Inspector for approval prior to fabrication. The contractor shall obtain any required building permit for the installation (permit fees [will be waived by the Town] or [are the contractor’s responsibility] – details to be confirmed in final RFP). All work must pass inspection by the local building officials upon completion.
● Installation Services: The contractor is responsible for the complete installation of the new bleachers. This includes delivery of all components to the site, assembly of the bleacher units according to the manufacturer’s instructions, anchoring the units to the floor/walls as required, and wiring the electric motors (in coordination with a licensed electrician). Installation must be performed by qualified personnel with experience in telescopic bleacher assembly. The contractor should follow the manufacturer’s recommended installation procedures to ensure warranty validity.
Care must be taken to protect the gym floor – heavy equipment or lifts used for installation should have rubber wheels or protective matting under them. If any core-drilling or concrete anchoring is needed, dust control measures must be in place. The installation will likely occur during summer months when the school is unoccupied; however, the contractor should coordinate scheduling with the “District” to avoid any facility use conflicts (exact work window to be determined, e.g. July 1 – August 15, 2026). The contractor must substantially complete the installation by the agreed date so that the bleachers are ready for use for fall sports or assemblies.
● Quality Assurance & Testing: After installation, the contractor shall test the operation of each bleacher section multiple times (opening and closing) to ensure the motors, alignment, and locks function correctly. Any adjustments needed (to eliminate any binding, uneven movement, etc.) must be made prior to final acceptance. The bleachers should open and close smoothly and “with consistently smooth operation” as intended by design. The contractor must also demonstrate all safety features (e.g. show that guardrails are secure, locks engage properly, etc.). The Owner’s representatives and possibly a building inspector will witness a demonstration of the bleachers in operation. Training:
The contractor shall provide on-site training to school staff on the proper operation and maintenance of the bleachers. This includes demonstrating the correct use of the electric controls, how to manually operate if applicable, safety precautions, and any recommended regular maintenance (such as lubrication points or inspections). A written operations & maintenance manual (O&M manual) must be provided for the bleacher system, including wiring diagrams for the motors, replacement part numbers, and recommended maintenance schedules.
● Warranty: The bleacher system must come with a manufacturer’s warranty. A minimum warranty of 5 years on the structural components is required (longer is preferred), and at least 1 year warranty on electrical components and installation labor. Any defects in materials or workmanship within the warranty period shall be repaired or replaced by the contractor at no cost. Bidders should include a copy of the manufacturer’s standard warranty terms with their proposal.
Additionally, the contractor shall warrant their installation work for at least one year from final acceptance.
Note on Materials Approval: As stated, final selections of colors and certain materials (e.g. seat type, guardrail style if options exist) will be made by the Owner during the submittal phase. The RFP’s reference to “materials to be approved during walkthrough” means that during the pre-bid walkthrough and subsequent question period, vendors may propose certain material options or configurations, and the Owner can give indicative approval or preferences. Ultimately, however, formal approval will occur when the contractor submits detailed product data and samples after contract award. The Owner reserves the right to approve or reject specific materials or finishes to ensure quality and aesthetics meet the school’s needs.
Schedule Requirements
Project Timeline: The anticipated schedule is as follows:
● Pre-Bid Walkthrough: Apr 20, 2026 at 10:00AM
● Deadline for Questions: May 1, 2026
● Bids Due/Open: May 8, 2026 at 10:00AM
● Contract Award: (approx. within 1-2 weeks after bid opening, pending necessary approvals)
● Notice to Proceed: May 15, 2026
● On-Site Work Window: (e.g. July 1 – August 20, 2026 – to be confirmed; work must occur during summer recess)
● Substantial Completion on or before: (e.g. by August 20, 2026)
● Final Completion/Inspection: (e.g. by August 31, 2026, before school reopens)
The contractor should be prepared to coordinate a detailed schedule upon award. The installation must be completed and the bleachers fully operational before the start of the 2026-2027 school year. Time is of the essence; therefore, bidders should confirm that equipment manufacturing lead times and their work capacity can meet this schedule.
Extensions will only be granted for excusable delays (e.g. supply chain disruptions beyond the contractor’s control, with proper notice). Liquidated damages for late completion may be applied (if included in final contract terms).
Submission Requirements
Bidders must submit the following with their proposal:
● Completed Bid Form (see “Bid Form” at the end of this RFP), including a lump-sum firm fixed price for the entire scope of work. The price must cover all labor, materials, equipment, delivery, installation, disposal, permits, overhead, profit, and incidentals to fulfill the project as described. No additional charges will be allowed beyond the bid price except for owner-approved change orders.
● Bid Security: A 5% bid bond or certified check in the amount of 5% of the total bid price must accompany the bid, per M.G.L. c.149 requirements. (The bid security protects the Owner in case the bidder withdraws or fails to execute the contract.
Bids not accompanied by a 5% bid deposit will be rejected.)
● Contractor Qualifications: Bidders shall demonstrate they are responsible and eligible contractors, meaning they have the skill, experience, and integrity necessary and have not been debarred from public contracts. Specifically, since this is a building construction project over $150,000, bidders must be certified by the Massachusetts Division of Capital Asset Management & Maintenance (DCAMM) in an appropriate category (likely General Building Construction or another relevant trade for bleachers). Each bid should include a copy of the bidder’s current DCAMM Certificate of Eligibility and a signed DCAMM Update Statement (Form CQ3) to evidence their capacity to perform the work (this is a statutory requirement for public building jobs of this size).
● References and Experience: The bidder should provide at least three (3) references for similar projects (installation of telescoping or gym bleachers or other school athletic facility equipment) completed in the last 5–10 years. Include project descriptions, dates, client names, contact persons, and phone/email for reference checking. Preference may be given to contractors with demonstrated successful experience in installing motorized bleacher systems in school gymnasiums.
● Product Information: Include the manufacturer and model of the bleacher system you intend to supply. Attach any available product brochures, specification sheets, or cut sheets that describe the bleacher system’s features, materials, dimensions, and compliance with standards. If proposing any optional features or upgrades (for example, higher-end seating, custom graphics, etc.), clearly state those and any additional costs if they are not included in the base bid.
● Work Plan and Schedule: Provide a brief work plan or narrative on how you will execute the project. This should include the estimated timeframe for key stages (measurements/site prep, fabrication lead time, installation duration), as well as the size of crew anticipated for on-site work. Confirm that you can meet the required schedule. Identify any critical issues or challenges you foresee and how you will address them (e.g. coordinating electrical work, protecting the new floor).
● Insurance Certificates: Include proof of insurance or a statement that you can obtain the required insurance. The successful contractor will be required to carry general liability insurance (at least $1,000,000 per occurrence/$3,000,000 aggregate or as specified by the Town), workers’ compensation insurance as required by law, and possibly automobile liability and umbrella coverage. The Town and School District will need to be named as additional insured on the general liability policy. (Insurance requirements will be detailed in the final contract; at minimum, proof of ability to insure is required with the bid).
● Signature and Addenda Acknowledgment: The bid must be signed by an authorized representative of the firm. Bidders should also acknowledge any addenda issued, by listing the addenda numbers and dates on the bid form (a space will be provided). By submitting a bid, the bidder certifies that they have read and understood the RFP, and that their bid is made in accordance with all terms, and that the pricing is based on the described scope (including any addenda).
Failure to submit any of the above items may result in the bid being deemed non-responsive.
Evaluation and Award
This procurement will be conducted under Massachusetts public bidding laws, and award will be made to the lowest responsible and eligible bidder meeting the specifications. A “responsible and eligible” bidder is one who has all required certifications (e.g. DCAMM, if applicable), has not been debarred, submits a complete bid with required security, and who the School District/Town determines has the capability and reliability to perform the work. While price is the primary basis for award, the Owner will also examine the qualifications and past performance of the low bidder to ensure they can satisfactorily complete the project. If the lowest bidder is deemed not responsible or not eligible, the Owner may reject that bid and consider the next lowest bidder, in accordance with M.G.L. c.149 procedures.
No bid can be withdrawn for at least 30 days (Saturdays, Sundays, and holidays excluded) after the bid opening. The contract award is contingent on the availability of funds and any required approvals (e.g. school committee or selectmen approval if needed). Once the selected bidder is notified of award, they will be expected to execute a contract and furnish the required performance and payment bonds and insurance certificates within a certain timeframe (typically 5 business days). The performance bond and labor & materials payment bond each must be for 100% of the contract value, as required for public building projects over $25,000. The surety company must be licensed to do business in Massachusetts. Failure to provide these bonds in a timely manner may result in forfeiture of the bid deposit and award to the next bidder.
General Conditions
● Prevailing Wage: This project is subject to Massachusetts Prevailing Wage Law.
Workers must be paid no less than the wage rates set forth in the schedule issued by the Massachusetts Department of Labor Standards for this project. The prevailing wage schedule will be provided in the bid documents or via addendum.
The contractor must submit certified weekly payroll records to the awarding authority. (As noted earlier, bids are subject to the state’s minimum wage rates for public construction.)
● Safety and Regulations: The contractor must adhere to all OSHA and state safety regulations during the project. The site must be maintained in a safe condition, and proper signage or barriers used to prevent unauthorized access to the work area. All workers on site must have appropriate safety training (OSHA 10 at minimum; OSHA 30 for supervisors as may be required by law). COVID-19 or other health protocols (if applicable at the time) should be followed per local and state guidelines.
● Permits and Codes: As mentioned, the contractor is responsible for obtaining and paying for any required permits (building permit, electrical permit, etc.), and for calling in inspections. The Town may waive internal permit fees for a municipal project – this will be clarified in the contract. The work must comply with all applicable codes, including but not limited to the Massachusetts State Building Code, NFPA (fire code) for any electrical or fire alarm considerations, ADA and 521 CMR for accessibility, and ICC 300 for bleacher construction. The contractor will coordinate with the Owner’s representatives and inspectors as needed to ensure compliance.
● Coordination: The contractor shall coordinate any shut-offs of electrical power (if needed for connecting the bleacher motors) with the school facilities department.
If any fire alarm connections or other facility integrations are needed (unlikely for bleachers, except possibly ensuring fire exits aren’t blocked), the contractor must work with the appropriate personnel. Daily cleanup is required – the school is a public facility and even if work is done in summer, other activities (like summer programs or custodial work) might be ongoing in the building. The contractor must confine operations to the gym and adjacent access routes.
● Submittals: Within a specified time after award (e.g. 2 weeks), the contractor must submit detailed product data, color charts, shop drawings, structural calculations, electrical schematics, and any other required submittals for review by the Owner and architect/engineer (if the Owner has one reviewing). Work fabrication should not begin until submittals are approved. Delays in submittals could jeopardize the schedule, so timely submission is important.
● Payments: This will be a fixed-price lump sum contract. The contractor can request periodic payments (monthly) for work completed, subject to 5% retainage per M.G.L. c.30, §39K. The final payment, including release of retainage, will be made upon completion, inspection, and submission of all closeout documents (as-built drawings if applicable, O&M manuals, training completion, warranties, and payrolls).
● Closeout: At completion, the contractor must remove all tools, equipment, and leftover materials, and leave the gym in clean condition. They should also provide the O&M manuals, warranty certificates, proof of permit sign-offs, and a training sign-off form (noting that training was provided to staff).
● Non-Collusion and Tax Compliance: Bidders will be required to sign a certification of non-collusion and a tax compliance certification (standard Massachusetts forms) as part of the bid package, affirming that their bid is made in good faith without fraud or collusion, and that they are in compliance with state tax laws.
● Equal Opportunity: The awarding authority is an equal opportunity employer.
Bidders must agree not to discriminate in employment practices and are encouraged to utilize minority and women-owned business enterprises (MWBE) if possible. (If any state or federal funding requirements apply, they will be detailed separately. This project is locally funded, so standard non-discrimination requirements apply.)
● Reservation of Rights: The Owner reserves the right to cancel this RFP or reject any and all bids if it is in the public interest to do so. This RFP does not commit the Town/District to award a contract, pay any costs incurred in preparing a bid, or procure the services. The Owner may accept the bid deemed most advantageous and in the best interest of the school, even if it is not the lowest dollar amount, but only in compliance with applicable law. (Under M.G.L. c.149, award will be to the lowest eligible bidder; no qualitative RFP criteria beyond responsiveness and responsibility are applied, except if all bids exceed the budget or specifications are not met.)
The above specifications and requirements are intended to outline the project scope.
Bidders should carefully review every section of this RFP. Any exceptions or proposed deviations must be clearly noted in the bid (on a separate page detailing “Exceptions”), though material exceptions to mandatory requirements may result in rejection of a bid.
The intent is to procure a complete, code-compliant bleacher solution that will serve the school for many years with minimal maintenance. Vendors are encouraged to bring their expertise and ensure all critical details are accounted for in their proposals.
By submitting a proposal, the bidder certifies that they have read this RFP in full, visited the site or declined to do so at their own risk, and are familiar with the conditions under which the work will be performed. The bidder further certifies that their bid price is firm and includes all necessary work to meet the RFP requirements. Any foreseeable items not explicitly mentioned but necessary for a complete and functional installation (e.g.
minor electrical hookups, hardware, fasteners, etc.) should be included in the base bid.
We look forward to your proposal for providing Raynham Middle School with a high-quality, safe, and accessible bleacher system. Thank you for your interest in this project.
