About this file

This is an RFP Submission Checklist document prepared by the Pennsylvania Office of Community Empowerment and Opportunity (CEO) for organizations responding to a solicitation for financial counseling and coaching services and student loan support programs. The checklist outlines all required submission components that prospective vendors must include with their proposals, including documentation of organizational qualifications, experience in financial counseling and coaching, evidence of student loan support capabilities, and relevant certifications or licenses. The checklist serves as a quality control tool to ensure all applicants submit complete and compliant proposals meeting the Commonwealth's standards for this opportunity.

The submission checklist specifies mandatory attachments and documentation requirements that bidders must address to have their proposals deemed responsive and eligible for evaluation. Organizations must verify they have included all required sections before submitting, with the checklist functioning as both a preparation guide and a validation instrument for the procurement process. The document ensures standardized evaluation across all submissions and helps eliminate incomplete applications from consideration during the initial review phase.
