About this file

This is a Request for Proposals (RFP) issued by the City of Torrington, Connecticut, seeking qualified lobbying firms to provide state government relations consulting services before the Connecticut General Assembly and Connecticut State agencies. The engagement will commence July 1, 2026, for an initial one-year term with two optional one-year renewals available for fiscal years 2027 and 2028. Qualified respondents must demonstrate successful experience lobbying for municipalities of similar size and complexity, possess knowledge of Connecticut municipal regulatory requirements and legislative committee structures, and demonstrate strong verbal and written communication capabilities. The primary services include preparing correspondence and testimony, scheduling legislative meetings, monitoring legislative activity, facilitating meetings between City officials and state legislators, and providing monthly status reports. Responses must be submitted in four copies (one original and three exact copies) by 11:00 AM on March 12, 2026, to Pennie Zucco, Purchasing Agent, City of Torrington, 140 Main Street, Room 206, Torrington, CT 06790. Questions and requests for additional information must be submitted in writing by 4:00 PM on March 3, 2026. No public opening of bids will be held, and all proposals are non-withdrawable for 90 days following the submission deadline.

The RFP requires submission of lump sum fee proposals for each fiscal year rather than hourly rates or cost-plus-expense arrangements, with pricing proposals covering services for the Connecticut General Assembly including budget acts, bonding, tax and implementer acts, and administrative interactions with state departments. The City reserves the right to award to one or more respondents, reject any or all proposals, and select the proposal deemed most qualified and responsible rather than automatically awarding to the lowest bidder. All contract awards are contingent upon annual appropriation of funds by the City Council, with the City retaining the right to cancel the contract at any time. Prospective vendors are encouraged to apply regardless of minority business enterprise (MBE), women business enterprise (WBE), or small business enterprise (SBE) status. The City will evaluate responses based on firm qualifications and experience, followed by potential qualification interviews with selected respondents. No specific contract value, incumbent contractor information, or funding source details are provided in the solicitation documents.
