About this file
This is a Request for Proposal (RFP) issued by the 32nd District Agricultural Association, operating as the OC Fair & Event Center (OCFEC), a California state agency under the Division of Fairs & Expositions. The District seeks a contractor to provide comprehensive sponsorship and advertising sales services for the OCFEC, a 150-acre multi-use venue in Costa Mesa that hosts over 150 events annually and attracts 4.5 million visitors. The scope of work includes developing and executing sponsorship programs, prospecting and identifying potential sponsors, preparing customized proposals, negotiating sponsorship terms, coordinating benefit fulfillment, and providing performance reporting. The contractor must maintain a full-time on-site presence during June through August and be available during all operating hours of the annual OC Fair (23 days in July and August). An optional walk-through is scheduled for October 21, 2026, at 10:00 a.m. Proposals must be submitted electronically via wetransfer.com to RFP@ocfair.com no later than Friday, October 30, 2026, at 11:00 a.m. The contract term runs from December 1, 2026, through November 30, 2028, with three one-year renewal options at the District's sole discretion. Board approval of the award is anticipated for November 19, 2026, with a proposed contract start date of December 1, 2026.
Compensation is based on commission rates applied to three categories: cash from new sponsors (rate not to exceed a maximum established by the District), cash from existing multi-year sponsors capped at 10%, and budget-relieving trade at a rate not to exceed a maximum. Annual sales goals begin at $3,000,000 with expected growth of 3% annually; trade component should not exceed 17% of total annual sales. Bidders must demonstrate five years of relevant experience providing similar sales services for at least two comparable businesses and submit three letters of recommendation from clients, three letters of financial reference, and current insurance certificates. The District offers a 5% small business preference for certified small businesses and DVBE incentive participation up to 5%. No incumbent contractor is identified. Proposals will be scored on a 100-point scale based on company history and personnel (10 points), experience (25 points), ability to perform (25 points), presentation (10 points), and financial proposal (30 points). A pre-award audit of the selected bidder's proposed costs may be conducted to determine price reasonableness. All proposals become District property upon submission, and protests may be filed within five working days of the Notice of Proposed Award posting.

The agreement options are to be exercised independently and at the sole discretion of the District. Certification of satisfactory contract performance is required. Extensions may involve renegotiation of certain areas.
B. BIDDER RESPONSIBILITY
Bidders are urged to read all documents thoroughly as the District shall not be responsible for errors or omissions on the part of the Bidder. Careful review of final submittal is highly recommended as reviewers will not make interpretations or correct detected errors in calculations.

D. CONTRACT AWARD
Each Bidder’s financial proposal is evaluated and scored by the Committee who utilizes the score sheet.
Small Business preference will be given where applicable. The lowest potential cost is awarded the maximum points, thirty (30). Other proposals are awarded cost points based on the following calculation:
Lowest Proposer’s Cost divided by other proposal (factor) X maximum cost points = cost points for other proposer

If the contract is awarded, it shall be granted to the qualified responsible Bidder who receives the highest overall score. Prior to the Board of Directors of the 32nd District Agricultural Association awarding a contract, the District shall post a “Notice of Proposed Award” on the OC Fair & Event Center website for five (5) working days. In addition, an email containing a link to the notice will be emailed to each Bidder.

• It is approved by the District Board of Directors during a public meeting. The District Board of Directors, in its sole and absolute discretion, may decide not to approve any contract following the RFP process and the District shall have no obligation to reimburse any Bidder for any costs of fees incurred as a result of this RFP.
