About this file

This is a Request for Proposals (RFP) document issued by the Town of Enfield, Connecticut's Fleet Services Division for Towing and Recovery Services. The Town seeks proposals from qualified vendors to provide comprehensive towing and recovery services for town-owned vehicles and equipment on a 24/7/365 basis. The solicitation was advertised on April 8, 2026, with proposals due by 11:00 a.m. EST on April 29, 2026, submitted in sealed envelopes to the Office of the Director of Finance. One original and two copies of proposals are required, with a $1,000 proposal surety bond. The anticipated proposal award date is the week of May 4, 2026, with contract commencement on July 1, 2026. The initial contract period runs from July 1, 2026, through June 30, 2027, with options for up to two additional one-year renewals, not to exceed 36 months total. There is no guaranteed minimum number of tows or recoveries, and the vendor must respond to all service requests. Interested parties should contact Carl Johnson, Deputy Director of Public Works - Capital Projects & Administration, at (860) 763-8806 or cajohnson@enfield.org to obtain specifications and proposal documents.

The RFP requires pricing submissions for three towing service categories based on vehicle weight classes (up to 10,000 lbs. GVWR, 10,000 to 26,000 lbs. GVWR, and over 26,000 lbs. GVWR), with separate pricing for services within and outside Enfield's geographical limits. Vendors must also submit hourly recovery rates for vehicles and off-road equipment, along with committed response time commitments for both towing and recovery services. Insurance requirements are substantial, including $1,000,000 Commercial General Liability, $1,000,000 Auto Liability with on-hook coverage of $100,000, $1,000,000 Umbrella/Excess Liability, and Workers' Compensation coverage. A performance and payment bond of $1,000 is required prior to commencement of work. The Town of Enfield is exempt from federal excise taxes and Connecticut sales and use taxes, and vendors should avail themselves of these exemptions. No incumbent vendors or specific award amounts are identified, and the lowest price is not the sole determining factor in award decisions. The Town reserves the right to accept or reject any or all proposals and will not award to vendors owing prior-year property taxes to the Town.
