About this file

Summary

This is a Request for Proposals (RFP) issued by the Town of Plainfield, Connecticut for snow removal services during the 2026-2027 winter season. The Town seeks sealed proposals from qualified, insured contractors to supplement its snow removal fleet by providing snow plowing services at five fire stations (Atwood, Central Village, Moosup, and Plainfield), the Police Department, Aldrich Library, and Moosup Little League facilities. Bidders must submit a single total season price covering all listed locations and are required to provide personnel and equipment, while the Town supplies sand and salt. Sealed bids must be received by the Finance Director at Plainfield Town Hall by October 29, 2026 at 4:00 p.m., with public opening and reading of bids immediately following. The contract period runs through June 30, 2027. Bidders are responsible for familiarizing themselves with all locations and site conditions before submission and must coordinate work with authorized Town personnel.

The season price shall remain firm throughout the contract period and must include all labor, equipment, fuel, maintenance, and associated costs, with no unstated charges accepted. Award decisions are based on a 100-point evaluation system: total season price (40 points), references and past performance (20 points), relevant experience and qualifications (15 points), equipment and staffing capacity (15 points), and service approach and availability (10 points). The Town is not obligated to award to the lowest-priced bidder and reserves the right to reject any or all bids. The successful contractor's total season price will be paid in four equal installments of 25 percent each in November 2026, December 2026, January 2027, and February 2027. Bidders must provide at least three references for comparable municipal or commercial snow removal services, disclose all equipment and backup resources, and obtain insurance certification before beginning work.

The Town is not required to award to the lowest-priced bidder.

CRITERION POINTS EVALUATION

Relevant experience and qualifications 10 Comparable municipal or commercial snow removal experience and the qualifications of assigned supervisors and operators.

Ratings are 0 for absent or unacceptable, 1 for poor, 2 for fair, 3 for satisfactory, 4 for strong, and 5 for excellent. Evaluators shall document material strengths, weaknesses, and reference findings.
