RFP Scope of Work Description Onaway State Park - Historic Pavilion Redevelopment 751/18246.GAG
Department of Natural Resources / Parks & Recreation Division
The DNR Parks and Recreation Division (PRD) is requesting proposals for professional architectural and engineering services for design and construct administration of a new pavilion building at the Onaway State Park.
Project Background Information:
Onaway State Park is located on the southeast shore of Black Lake in Presque Isle County and is situated six miles north of the City of Onaway at the end of M-211. The park encompasses 158 acres of rugged land, including sand cobblestone beaches, large unique rock out-cropping’s and a diverse variety of trees. You may observe all these natural features by hiking the park's three-mile nature trail. The campground, set among virgin white pines, offers solitude and serenity and plenty of family fun.
As one of the DNR's oldest state parks, Onaway State Park was acquired in 1920 from Presque Isle County and private donors. The park was dedicated in 1921. The park is in an area that was once frequented by the Chippewa Indians.
Located between the campground and the boating access site the historic pavilion at Onaway State Park burned entirely to the ground in the early hours of February 19, 2012. The building was on the National Register of Historic Places and was part of a Historic District that runs through Onaway State Park. All that remains is an outdoor seating area and block wall. The previous pavilion site has cultural and historic significance and is important to the Onaway community. While there has been a base level of rehabilitation at this location to provide for passive public recreation this location is sensitive, contains mature trees, and is not conducive for redevelopment of a new pavilion. However, the park day use area provides a dedicated, easily accessible location with paved parking and lake access.
Proposed Scope of Work:
The new pavilion will be located within the existing park day use area and design elements shall include, but are not limited to, the following:
• Architectural design shall capture historic pavilion style and historic character of Onaway State Park
• Accommodate approximately 75 - 100 people
• Partial or full open-air style structure with wind break protection on the lakeside minimum
• Provide two single use unisex, ADA compliant bathrooms with flush toilets and sinks
• Electric service for small convenience cookware and basic lighting
• Concrete floor
• Architectural asphalt shingles
• Fireplace or outdoor fireplace
• ADA parking definition, ADA route from parking to pavilion, and ADA route from the pavilion to the beach
• Well and septic field
The successful consultant shall provide expertise to produce a proposed concept for improvement including development of alternative conceptual designs for consideration if appropriate.
Professional Services:
Provide complete professional architectural and engineering services, including Phase 400 Preliminary Design, Phase 500 Final Design and Bidding, and Phase 600 and 700 Construction Administration, to construct a new pavilion building at Onaway State Park. Professional services shall also include, but are not limited to:
• Gathering all base data and design development information that shall ultimately be necessary for conceptual and final site planning
• Site wetland delineation if necessary
• Assessment and recommendation for the most appropriate building location within the developed day use

• Clear documentation of the number of meetings proposed during the Phase 400 and 500 design, indicating whether the meetings are proposed to be on-site, face to face, by telephone, or in a specific electronic format. The PSC shall provide meeting minutes for all project meetings, including meetings held in Go-To-Meeting format. The PSC shall identify and itemize as a reimbursable expense, ALL reimbursable and travel expenses in the PSC Cost Proposal.
• While some project team planning meetings may be considered in the form of computer-based Go- To-Meetings, key review meetings shall be in person with review information submitted electronically and in hard copy formats ten (10) days prior to the meetings. At a minimum, two (2) face to face meetings will be required including: 1) a project planning kick off meeting including site assessment; 2) one (1) Phase 400 – 50% study and concept plan review meeting; the 90% Phase 400 review and meetings thereafter may be face to face or an electronic meeting.
• Provide a bi-weekly progress summary email to the project team, briefly documenting the week’s progress by the PSC and display the initial project schedule and current schedule status.
• All testing required to verify the site conditions for the proper design is to be identified in the PSC’s Technical Proposal, and the costs of testing are to be itemized in the PSC’s Cost Proposal as reimbursements. The PSC shall indicate in his proposal any testing requirements other than those specifically identified below. Should the PSC determine that any of the minimum amounts indicated below are inadequate, identify and include the proposed costs accordingly.
• A schedule indicating the PSC’s proposed timeline for services based on a proposed PSC contract start date of December 1, 2018. For scheduling purposes, assume fourteen (14) calendar days each for Owner review of submittals.
