NOTICE FOR FILING AGENCY PROTESTS

United States Coast Guard Ombudsman Program

It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).

Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.

Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).

Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer of by hand delivery to the Contracting Officer.

Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.

The Ombudsman Hotline telephone number is (202) 372-3695.

SECTION C –PERFORMANCE WORK STATEMENT

C.1 GENERAL

C.1.1 Background The United States Coast Guard’s Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5I-SC) develops, builds, fields, trains, and supports advanced electronic command, control, and navigation systems. C5I-SC develops system components using contracted services to fulfill the mission requirements for Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR). C5I-SC integrates existing government and commercial products with standard technologies and environments (e.g., Esri ArcGIS for Desktop) to create interoperable and compatible systems which align with Department of Homeland Security (DHS) and Department of Defense solutions. C5I-SC products adhere to enterprise level direction provided by the United States Coast Guard (USCG), DHS and Defense Information System Agency (DISA). In 2003 the development of the mission essential Search and Rescue Optimal Planning System (SAROPS) began to support the USCG’s Search and Rescue mission. Four years later in 2007 SAROPS was deployed to all USCG Sector, District and Area Command Centers. SAROPS has since been in Operations and Maintenance phase of the Systems Engineering Life Cycle (SELC) and has never faltered from a 24/7 availability. SAROPS is a Command and Control tool used for the direction of military forces. The ultimate SAROPS product is a Search Action Plan with search assignments for Search and Rescue Units (SRUs). While the central function of SAROPS is to model drift simulations and then establish optimal search plans there are other essential capabilities including geospatial analytics, a variety of map services and interfaces for Search and Rescue Satellite Aided Tracking (SARSAT), Automated Mutual Assistance Vessel Rescue System (AMVER) and Rescue21 (R21). SAROPS is written as series of extensions to ESRI’s Geographic Information System (ArcGIS for Desktop). SAROPS depends heavily on an Environmental Data Server (EDS), whose function is to centralize environmental data products from various sources and formats and to provide them in a standard format, on demand, to the SAROPS client. SAROPS is hosted on a distributed pool of balanced virtualized servers within CG-One and enabled by a backbone of distributed/replicated Sequel Server database. SAROPS is also distributed to a limited set of international SAR partners via the Foreign Military Sales program. There is a high degree of variance with the configuration of each international installation. SAROPS is expected to migrate under the umbrella of the USCG’s consolidation initiative and is expected to leverage the latest in back end services, cloud computing and web client viewing. The primary goal of the migration is to establish a consolidated solution yielding unified multi-mission support with improved performance and reduced computer resource footprint. During the timeframe of migration it is known that SAROPS will operate under two baselines, the first being the legacy ArcGIS base system and the second being within the replacement framework. During this time the maintenance activities on the legacy system will be increasingly governed as the new system matures into a fully capable state.

C.1.2 Scope The purpose of this contract is to obtain sustainment services to assist the U.S. Coast Guard’s Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5I- SC), Command Center Product Line by maintaining the software and infrastructure components of the SAROPS and further refinement of the system to ensure all operational, functional, and system requirements are met, as well as, ensure the system remains on a viable platform.
